Since the League of Nations and the pre-World War II period, there has been no single volume which has provided an account of recent trends in world military expenditures, or of the state of the technological arms race, or of the success or failure of recent attempts at arms limitation or disarmament. Such material has never been available in one place to the general public nor to the academic community. In 1969 and 1970, however, the Stockholm International Peace Research Institute (SIPRI), to which Milton Leitenberg is attached in the capacity of research fellow, published its first two “Yearbooks of World Armaments and Disarmament.” It is to these “Yearbooks” that the author refers readers for further data. An earlier version of this paper appeared last year in “Cooperation and Conflict: Nordic Studies in International Politics.”
