And Now Who Governs the Forest? State and Rebel Environmental Governance in the Colombian Amazon
The 2016 Peace Agreement between the Colombian State and the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP) sought to end a sixty-year civil war, yet unexpectedly accelerated environmental damage in the Colombian Amazon. Following the power vacuum left by the demobilized guerrillas in Southern Colombia, an area that coincides with the tropical rainforest, new armed groups emerged to fill the void and engaged in various illicit a…
Enforcing environmental law in the Amazon
This article identifies the underlying obstacles to enforcement of laws against environmental crimes such as illegal logging, mining and ranching. With four departments (provinces) from Colombia as case studies, it assesses enforcement of the country's main environmental law, Law 2111, which is one of Latin America's strongest. The article has four sections. First is the introduction, followed by a methods section that lays out the methodology, c…
The Logic of “War on Deforestation”
The renewed global efforts to contain climate change have meant a gateway for some Latin American countries to declare new military actions. Through Operation Artemis ( Operación Artemisa), the Colombian armed forces were assigned to protect the forests against threats from armed non-state actors (ANSAs) predominantly located …

The article argues that this is only one pathway of post-conflict violence. A second causal pathway emerges from the challenges that peace processes can constitute for entrenched local political orders. By fostering political inclusion, the implementation of peace…
