    Christakis Georgiou•ARTICLE•Mouvements•2025

  • A reinterpretation of EMU history

    Open Access•Christakis Georgiou•ARTICLE•Socio-Economic Review•2025•References: 31

This article offers a new interpretation of Economic and Monetary Union (EMU) history that weaves together three distinct insights. First, EMU development is driven by the policy challenges thrown up by the different types of financial risk generated by the deep-seated structure of macroeconomic imbalances entailed in a single European market. Second, the introduction of a single currency profoundly transformed that financial risk, turning it fro…

  • Rules or capacity for the EU’s fiscal future? From Werner and McDougall to the present

    Open Access•Christakis Georgiou•ARTICLE•Journal of Public Budgeting…•2024

Purpose The COVID19 crisis has thrown wide open the debate on Europe’s Economic and Monetary Union’s (EMU) future. Next Generation EU (NGEU) has broken the stalemate over a central fiscal capacity. The open question is whether NGEU is a one-off or a first step. The suspension of the Stability and Growth Pact has given new urgency to the debate on reforming EMU’s fiscal rules. Design/methodology/approach There is no debate as yet about how these t…

  • Fiscal Rules and Federal Capacity in American Fiscal History

    Open Access•Christakis Georgiou•ARTICLE•Politics and Governance•2023•References: 7

Recent comparative fiscal federalism work has noted how the US displays a mix of substantial federal capacity and no federal fiscal rules for sub-federal units as opposed to the EU’s mix of regulation and lack of capacity. The difference is explained by the lack of federal capacity in the EU case, which presumably creates a need for regulation. However, these studies are cross-sectional. This carries the obvious drawback of abstracting the actual…

  • Federal fiscal capacity and the challenge of the green transition in the EU

    Open Access•Christakis Georgiou•ARTICLE•Journal of European Integration•2023•Cited by: 1•References: 2

The debate on the necessity of a federal fiscal capacity in the EU has featured prominently on the EU’s agenda over the past decade. New Generation EU marks a historic breakthrough in that regard. This breakthrough has been accomplished in order to fulfil macroeconomic stabilization functions, but the bulk of the funding has been earmarked for green transition projects. This paper asks whether a federal budget has added value in relation to the g…

  • Corporate power and the resolution of the Eurozone crisis

  • Corporate reconstructions of federal macroeconomic government institutions compared

    Open Access•Christakis Georgiou•ARTICLE•Comparative European Politics•2021•Cited by: 1•References: 23

This paper is a contribution to the comparative historical literature on the development of American and European federal macroeconomic government institutions, spawned by the 2010–12 Eurozone crisis. The literature has two major shortcomings, namely a lack of agreement on relevant periodization and a lack of causal explanations about the sources of the processes being compared. My claim is that the most relevant comparison is between the first h…

    Christakis Georgiou•ARTICLE•Mouvements•2018•Cited by: 1

  • British Capitalism and European Unification, from Ottawa to the Brexit Referendum

    Christakis Georgiou•ARTICLE•Historical Materialism•2017•Cited by: 1•References: 9

British capitalism has from the very beginning entertained an ambivalent relationship with the process of European unification. But that ambivalence has gone through different stages and since the outbreak of the financial crisis in 2008 a new, conflictual, stage in that relationship began. This is the essential backdrop against which the Brexit referendum should be understood and its consequences evaluated

  • The Eurozone crisis and the European corporate elite

    Christakis Georgiou•ARTICLE•Economy and Society•2016•Cited by: 3•References: 30

This paper uses a framework referred to as the ‘corporate reconstruction of European capitalism theory of integration’ to analyse the European Union’s response to the Eurozone crisis. Most political economy analyses of the Eurozone crisis have focused on political leaders, clashes between creditor and debtor member states and public opinions in analysing the handling of the crisis. This paper focuses instead on the input of corporate actors. It i…
