Measuring the Effects of Instructional Time on Student Learning: Evidence from the Beginning Teacher Evaluation Study
This paper analyzes data from the Beginning Teacher Evaluation Study to examine whether learning rates vary across students, across teachers, and across subject matter as a function of allocated instructional time. The effect of a student's beginning achievement level on the rate of learning is investigated. Time allocated to learning is significantly related to reading and mathematics test scores, but the size of the effect varies across teacher…
A legacy for the twenty‐first century: Investment opportunities in our children's schooling
But notwithstanding all I have said of the value of education, in a pecuniary sense, and of its power to improve and elevate the outward domestic and social condition of all men, yet, in closing this report, I should do injustice to my feelings, did I abstain from declaring that to my own mind, this tribute to its worth, however well deserved, is still the faintest note of praise which can be uttered, in honor of so noble a theme; and that, howev…

The introduction of the microcomputer into the school learning environment has changed and will continue to change the nature of education. Yet, although many schools and school systems have purchased microcomputer equipment, the most effective ways for using the equipment to improve the learning environment are not yet developed. In order to do so, changes will have to occur in every facet of education. School boards and superintendents will be …
The Revealed Influence of Class, Race, and Ethnicity on Local Public- School Expenditures
Over the past decades, there has been considerable interest in how the ethnic, racial, and class composition of a community affects its behavior. There have been numerous discussions of how the ethnic background of immigrants interacted with conditions they faced in urban or rural America to produce group behavior and community choices that contributed to the relative performance of those groups (e.g., see Sowell, 1981; Glazer and Moynihan, 1963;…

Why Workers Want Unions: The Role of Relative Wages and Job Characteristics
In this study a model of the determination of individual votes in National Labor Relations Board representation elections was developed and estimated. The major conclusions fall into four areas. First, the perceived advantage of unionization is inversely related to the individual's position in the intrafirm earnings distribution. Second, explicitly measured perceptions of the impact of unionization on the nonwage aspects of the job are important …
The Production and Distribution of Cognitive Skills within Schools
Do school inputs matter? Regression analysis of Michigan Assessment Survey Program data (1971) shows inputs are productive, but only under our new criteria. Many previous economic studies have concluded that school inputs do not matter because mean school output is often uncorrelated with input variations. But if every student's performance matters to a school, then productive inputs affect the entire distribution of student performances. If that…
