Evidence of the uncertainty attached to school and individual scores is required to avoid over interpretation of results. Generalizability analysis provides in the standard error a suitable indicator of uncertainty. Fifty statements about wartime living were judged as to probability and desirability by 61 college students in February, 1942. Ratings on belief and desire correlated only .41. Stereotypes were believed more than desired. Debatable statements had similar means on belief and desire. “Reliability theory” is reinterpreted as a theory regarding the adequac with which one can generalize from one observation to a universe of observations. If the observation is randomly sampled from the universe—whether or not the universe consists of equivalent observations—the intraclass correlation provides an approximate lower bound to the expected value of the desired coefficient of generalizability.
