  • Should Welfare Administration be Centralized or Decentralized? Evidence from a Policy Experiment

Open Access•Bernhard Boockmann, Thomas Walter et al.•ARTICLE•German Economic Review•2015

The 2005 reform of the German welfare system introduced two competing organizational models for welfare administration. In most districts, a centralized organization was established where local welfare agencies are bound to central directives. At the same time, 69 districts were allowed to opt for a decentralized organization. We evaluate the relative success of both types in terms of integrating welfare recipients into employment. Compared to ce…

  • Intensifying the use of benefit sanctions

Open Access•Bernhard Boockmann, Stephan L Thomsen et al.•ARTICLE•IZA Journal of Labor Policy•2014

In Germany, imposition of benefit cuts for non-compliant welfare recipients depends on the policy of the local welfare agencies resulting in considerable regional variation, expressed in milder and stricter sanction regimes. Findings from international studies show, that benefit sanctions can substantially increase individual employment uptake. This raises the question, whether a stricter use of sanctions will be effective in Germany. We analyze …

  • What active labour market programmes work for immigrants in Europe? A meta-analysis of the evaluation literature

    Open Access•Sebastian Butschek, Thomas Walter•ARTICLE•IZA Journal of Migration•2014•Cited by: 20•References: 11

A growing body of programme evaluation literature recognises immigrants as a disadvantaged group in European labour markets and investigates the employment effects of Active Labour Market Programmes (ALMPs) on this subgroup. So far, however, there is no systematic review establishing which ALMPs are effective for immigrants. Using a meta-analysis, we condense 93 estimates from 33 empirical studies of the effectiveness of four types of ALMPs emplo…

    Open Access•Stephan L Thomsen, Thomas Walter et al.•ARTICLE•IZA Journal of Migration•2013•Cited by: 6•References: 22

We evaluate the individual employment effects of four types of short-term training for immigrants and natives in the German welfare system and identify differences in the effects determined by unobservable factors. Based on comprehensive and unique administrative data, we apply propensity score matching in a dynamic setting to estimate the treatment effects and suggest the identification of unexplained effect differences between groups. The resul…

  • Die Veränderung individueller Beschäftigungsfähigkeit durch arbeitsmarktpolitische Intervention

Martin Brussig, Thomas Walter et al.•ARTICLE•Sozialer Fortschritt•2010•Cited by: 1•References: 14

    Open Access•Thomas Walter•BOOK•Bologna-Prozess•2006
