Are Openly LGBTQ2+ the New Sacrificial Lambs? Campaign Contexts and the Gendered Implications for LGBTQ2+ Candidates
Recent increases in the number of openly LGBTQ2+ candidates have not resulted in a corresponding rise in the number of LGBTQ2+ politicians elected to the Canadian House of Commons, reviving the hypothesis of the “sacrificial lamb” candidacies. Drawing upon Lovenduski and Norris’ work on political recruitment, we analyze the backgrounds and experiences of the 172 LGBTQ2+ candidates who ran in the 2015, 2019 and 2021 federal elections in Canada. Outing representation: Lesbian, gay, bisexual, trans and queer politicians’ narratives
In recent years, more out-of-the-closet lesbian, gay, bisexual, trans and queer individuals have entered parliaments. Their visibility raises the question of how they imagine that their non-heteronormative sexuality interferes with their mandate of political representation. Based on interviews with 20 out of the 25 openly lesbian, gay and bisexual legislators in Canada in 2017, this article shows that they do imagine numerous ways in which being …
Political Representation and Emotions: The Case of Out Self-Identified LGB Representatives in Canada
This paper examines the role that out LGBTQ politicians think that emotions have played in their mandate of political representation, using Canada as a case study. My argument is that out LGBTQ politicians employ emotional narratives that constitute meanings to link the personal and the political in a co-constitutive manner: on the one hand, the personal is a source of politicization; on the other hand, politics provides a place where LGBTQ subje…

Comparing Same-Sex Marriage in Australia and Canada: Institutions and Political Will
This article explores why there have been such different trajectories in regard to same-sex marriage in Australia and Canada. Canada was one of the first countries to introduce same-sex marriage (in 2005) and, at time of writing, Australia still had not done so.1The comparison is particularly interesting given that Australia and Canada have relatively similar political institutions except that Australia has no Charter of Rights. Miriam Smith has …
Conclusion
This conclusion presents some closing thoughts on the concepts discussed in the preceding chapters of this book. The book underlines how radical transformations of the state or even political ruptures may create new opportunities for lesbian and gay activists. The lesbian and gay movement may also alter state institutions, as illustrated by the introduction of new institutions, agencies or special committees dealing with these issues. These bodie…
The Lesbian and Gay Movement and the State: Comparative Insights into a Transformed Relationship
By analyzing the relationship between lesbian and gay movements and the state, this ground-breaking book addresses two interconnected issues: to what extent is the lesbian and gay movement influenced by the state and, to a lesser extent, whether the lesbian and gay movement has somehow influenced the state, for instance by altering forms of sexual regulation. Given the diversity in national trajectories, this book covers fifteen countries. This e…

Queer Mobilizations: Social Movement Activism and Canadian Public Policy
Ever since certain homosexual acts were decriminalized in 1969, queer activists have fought for – and won – a series of public policy battles in governments across Canada. As Queer Mobilizations shows, anti-discrimination legislation, the extension of benefits to same-sex couples, the right to marry, adoption rights, and the protection of gay-straight alliances in schools did not result from a single act nor from the work of a single organization…

Do Female MPs Substantively Represent Women? A Study of Legislative Behaviour in Canada's 35th Parliament
This article outlines the pattern of women's participation in the Canadian parliamentary system. The question of interest is whether female members of the House of Commons make a difference in politics and, notably, if they substantively represent women. The basic underlying hypothesis is that women in the Canadian House of Commons make a difference, that is to say, they substantively represent women. However, the impact of women in politics is l…
More Feminists or More Women: Descriptive and Substantive Representations of Women in the 1997 Canadian Federal Elections
The debate about the underrepresentation of women in politics rests on two conceptions of political representation, namely the descriptive and the substantive. The descriptive perspective is that political institutions should reflect the composition of civil society, while the substantive (or feminist) conception argues that, since women offer unique perspectives, their exclusion from political power means that their needs, demands, and interests…

More Women Constituency Party Presidents: A Strategy for Increasing the Number of Women Candidates in Canada
The purpose of this article is to explore the idea that the gender of constituency party presidents makes a difference in the recruitment of women as candidates in federal politics in Canada, notably by examining the attitudes of female and male party gatekeepers towards the presence of women in politics. Two hypotheses inspired us. The first suggests that female presidents are more likely than male presidents to assess candidates using traits mo…
Democracy, Representation, and Women: A Comparative Analysis
The value of political equality is central to normative theories of democracy: it is argued that women are equal citizens and therefore should share equally with men in public decision-making. By contrast, empirical theories typically define democracy by the presence of institutions such as a multi-party political system and competitive elections. In fact, the concept of empirical democracy may encompass a complex range of practical realities, in…
The Substantive Representation of Women and PR: Some Reflections on the Role of Surrogate Representation and Critical Mass
Yesterday's suffragists and today's female activists who call for more women to be elected to parliament share some ideological grounds: They believe that women exercising the rights of citizenship, whether by voting or by being elected to office, can make a difference in politics. This reasoning was fed by the notion of critical mass, introduced in the political debates in 1988 by Drude Dahlerup. Elevated to lawlike status (or should I say dogma…
Women's Representational Role in Australia and Canada: The Impact of Political Context
This article compares the perceptions of federally elected women in Australia and Canada regarding the political representation of women. More specifically, it aims to understand to what extent political rules (notably the electoral system) affect how the links between the descriptive and substantive representation of women are perceived. Through an examination of the results of interviews done with 44 female members of the 35th Parliament of Can…
Women's ministerial careers in cabinet, 1921–2010: A look at socio‐demographic traits and career experiences
This article probes two aspects of women's ministerial careers in federal, provincial, and territorial cabinets from 1921 to December 2010. First, we examine whether the socio‐demographic profile of women ministers differ from female legislators of the governing party. Logistic regression analysis shows that women holding cabinet portfolios differ from female legislators with no ministerial responsibilities with respect to education, parliamentar…

We can read in the literature that women more often than men are candidates in constituencies where defeat is expected. This study examines whether this belief is accurate. The population examined includes male and female candidates for the Québec Liberal party and the Parti Québécois during the 1976, 1981, 1985 and 1989 elections. Three different formulas were applied to the 958 electoral situations, from which one global difficulty index was de…
Federalism and Women’s Representation: Do Federations have more Women Legislators than Centralized States
Do national federations foster or inhibit women’s representation? In this article, we compare national legislative representation by women in federations and in centralized states. We analyze women’s parliamentary representation for all democracies between 1995 and 2010. Descriptive statistics and multivariate regression analyses, in which we control for quotas, a country’s type of electoral system, development level, the year the first woman was…

This article takes an empirical measure of the extent to which feminism has altered the discipline of Political Science in Canada and Québec since the mid-1980s. The authors, members of the second cadre of female political scientists in the field of women and politics, single out for particular attention the current relation between anglophone and francophone feminist scholarship in the field. They maintain that the two linguistic solitudes remai…

Electoral Systems and Substantive Representation of Women: A Comparison of Australia, Canada and New Zealand
The primary objective of this study is to assess the psychological effects of the voting systems on the substantive representation of women. The central hypothesis is that voting systems influence the perception that female politicians have of their role as political representatives of women and, in particular, that women elected by PR systems are more likely than those elected by majority systems to feel they have a responsibility to represent w…

The analysis is based on interviews conducted in…
Political Party, Political Philosophy and Feminism: A Case Study of the Female and Male Candidates in the 1989 Quebec General Election
This article investigates whether the entry of a greater number of women into the political arena could transform gender relations. The opinions of female and male New Democratic, Liberal and Parti québécois candidates in the 1989 Quebec general election were polled, in order to clarify three main questions: Do the female candidates polled have opinions favourable to feminist demands? Do female and male candidates have the same opinions with resp…

A questionnaire was sent to the 305 candidates of the New Democratic party of Quebec, the Quebec Liberal party and the Parti québécois in the provincial election of Septemb…

Still different after all these years? A comparison of female and male Canadian MPs in the twentieth century
This article compares the backgrounds, political experiences and social characteristics of men and women who served in the Canadian House of Commons during the twentieth century. This examination is based on two hypotheses: (1) that the former polarisation of female and male politicians has given way to harmonisation; (2) that harmonisation has occurred because women's profiles have changed to become more like those of men. This study finds that …
