Process Evaluation of Primary Health Care Projects: A Mid-Term Evaluation of a Primary Health Care Project in Northern India
We review a recent evaluation of primary health care (PHC) programs in developing countries and assess the implementation process of a PHC project, the Himalayan Rural Health Development Project (HRHDP), in the state of Uttar Pradesh, India. We discuss the strengths and weaknesses of the HRHDP in light of factors that contribute to or undermine the success of PHC programs and recommend several actions for the remaining project period.
