A Mid-Term Evaluation of a Primary Health Care Project in Northern India

We review a recent evaluation of primary health care (PHC) programs in developing countries and assess the implementation process of a PHC project, the Himalayan Rural Health Development Project (HRHDP), in the state of Uttar Pradesh, India. We discuss the strengths and weaknesses of the HRHDP in light of factors that contribute to or undermine the success of PHC programs and recommend several actions for the remaining project period. This project is largely being implemented as intended; the challenges mostly concerning long-term sustainability of project activities. We suggest that the project strengthen its community participation, build community institutions, and develop strategies to sustain the project activities after the current funding is depleted. The project should also strengthen its needs assessment and coordinate with other organizations to learn from their successes
