Scholars of pre-modern literature are becoming increasingly aware of the necessity to include the study of lost texts within literary histories (Matthews 2020, 230). The study of lost literary works (literary chamenology) can make use of techniques belonging to the field of textual criticism such as stemmatics but is able to go beyond them in reconstructing the contents, and not necessarily form, when—for example—disentangling remnants of source …
Compatibilist Theology and the Composition of Þórðar saga kakala
Þórðar saga kakala is a thirteenth-century contemporary saga, extant today in the surviving manuscripts of the fourteenth-century compilation Sturlunga saga. The original, and now lost, version of the saga—*Þórðar saga kakala hin mikla—was written in Western Iceland during the 1270s (based on linguistic evidence), most probably by someone close to Hrafn Oddsson who had been present at the saga's events (notably proposed to be one of the sons of D…
Political communication and democratic government
This paper overviews the Australian System of Political Communication in the light of the communications requirements of modern representative democracy. The broad point of departure is that representative democracy requires political communication in both directions between government and people. In addition to the media, the approach takes account of the following channels for ‘political messages’: direct mail, public opinion polls, elections, …
Backup for ministers
This paper deals with the backup required by government ministers. It deals with Australia but the argument has wider implications. It sets out what backup the public service can and cannot provide, and argues that the limitations are due to its limited perspective. Ministerial requirements which are beyond the public service, and which may be met by politically appointed staffers working in ministers' private offices are examined. A major underl…

The Problem of Power
Power has been so extensively analysed and so variously defined that a raw student (or even a seasoned practitioner) who looks at a dozen or so definitions of power might well wonder about the nature of the enterprise. The situation seems to be that there is some agreement on what power is — the word might otherwise be expected to have fallen into disuse — and some very sharp disagreement. But one is at something of a loss to know, firstly where …
Power and Liberty
Power and Intention
The paper argues that while the state of mind of an agent exercising power is relevant in analyzing the concept of power, much of the discussion about whether an intention must be complied with for there to be an exercise of power misconceives the issue at stake because it overrates the extent to which human behavior is ratiocinative. The argument is developed in the course of a discussion of several hypothetical examples. One conclusion is that …
