Carter Johnson, Partition and Post-War Violence Case Study of Moldova and Pridnestrovie
Partition advocates argue that ethnic groups must be separated completely in order to prevent renewed violence but Moldova is an exception with its large “stay-behind” minority and a lack of renewed violence. This chapter uses Moldova to develop partition theory, presenting an institutionalized explanation that focuses on the interaction between state-building and minority collaboration in a post-war context. The chapter argues that strong state …
An Assessment of the Partition of Cyprus
This paper proposes a standard for evaluation of possible solutions to communal conflicts, including partition, based on protection of human life. A partition should be judged successful only if it costs fewer lives than the expected loss of life under any alternative. Solutions to communal conflicts should also be stable over long periods, eliminating or drastically reducing fears of people in the affected communities that they could become vict…

Through an analysis of eight recent books and a number of articles and papers, this article evaluates recent progress in the study of ethnic conflict, including large scale conflicts and episodic riots. Four main approaches have been applied to the study of ethnic conflict: rational choice, constructivism, essentialism, and structuralism (or realism). Explaining Costly International Moral Action: Britain's Sixty-year Campaign Against the Atlantic Slave Trade
Most of the major theoretical traditions in international relations offer little advice on how costly international moral action could be accomplished. The main exception is the constructivist approach that focuses on the spread of cosmopolitan ethical beliefs through transnational interaction. While the logic of this theory does not imply any limit on the scale of goals that might be achieved, most constructivist empirical work so far has focuse…
Taking Offense at Offense-Defense Theory
In his article Offense, Defense, and the Causes of War,' Stephen Van Evera claims that offense-defense is important, has explanatory range.... wide realworld applicability.... large prescriptive utility.... [and] is quite satisfying (p. 41). Van Evera's conclusions are, however, unwarranted. First, his reformulation of influential arguments made prominent by Robert Jervis stretches the meaning of key concepts such that interesting avenues of empi…
