The Moving Centre
The political ‘centre’ is often discussed in debates about public policy and analyses of party strategies and election outcomes. Yet, to date, there has been little effort to estimate the political centre outside the United States. This article outlines a method of estimating the political centre using public opinion data collected for the period between 1950 and 2005. It is demonstrated that it is possible to measure the centre in Britain, that …
The Quality of Democracy
For the past two decades the main topic of research in comparative politics has been democratization. The question troubling scholars has been why some countries become and stay democratic, while others either do not democratize or waver between democracy and authoritarianism. This research program has been both pro lific and successful. Today, a considerable amount is known about why democracies are distributed around the world the way they are.…
Responsabilité des élus devant l'électorat et efficacité du système politique américain

Policy is a diverse set of acts of elected and unelected officials. Two mechanisms of policy responsiveness are (1) elections change the government's political composition, which is then reflected in new policy and (2) policymakers calculate future (mainly electoral) implications of …

The School Managers
The Organizational Climate of Paraguayan Elementary Schools
Social scientists concerned with the role of societal institutions have espoused numerous theoretical constructs regarding the nature of an institution in terms of its obverse relation to society and culture. As James S. Coleman (1965: 6) has stated: “Since Plato and Aristotle, political philosophers have affirmed principles embodied in the phrase(s), ‘As is the state, so is the school.’” Although no empirical studies are able to grasp both the c…
The Situs Dimension in the Career Patterns of University Presidents
Despite its formidable responsibilities, the college or university presidency is not the kind of position that lends itself to self-selection. This study is concerned principally with exploring the utility of the stratum-situs schema suggested by Morris and Murphy in analyzing the career patterns of the presidents of various types of institutions of higher education. It was found that the most typical move to the presidency involved an intrasitus…
