Andrew Hopkins shows that the explosion was the result of organisational failure, and uses it to draw lessons about managing major hazards. This paper relates the revival of interest in the sociology of law, and in particular criminal law, to recent changes of perspective in the field of criminology. It considers the debate between conflict and consensus theorists over the nature of the criminal law and argues that efforts to settle the dispute in favor of one model or the other are somewhat misdirected. An attempt is made to reconcile the two viewpoints and to suggest how remaining …

SURVEYS many European countries and United States show that upward social mobility (specifically, intergenerational movement from manual to non-manual occupations) is universally accompanied by an increase political conservatism (Butler and Stokes, 1969:98; Lipset and Zetterberg, 1964:457; Lipset and Zetterberg, 1959:67; Lopreato and Hazelrigg, 1972:451).
