  • Robbery, Death, and Irony: How an Armed Robbery Wave in Hong Kong Led to the Abolition of the Death Penalty

    Hong Kong experienced a wave of armed robberies from 1989 to 1993. As the number of robberies increased in 1990 and 1991, there were several calls for the use of capital punishment as a deterrent. Yet when a Legislative Councillor proposed a motion in favour of the death penalty at the height of the wave, in June 1991, the motion was not only defeated but, due to the adroit use of a procedural device by a single Councillor, resulted in a majority…
