Incorporating decadal climate variability information in the operation and design of water infrastructure
The high thermal and mechanical inertia of the oceans results in slow changes in sea surface temperatures (SSTs). Changes in SSTs, in turn, can impact atmospheric circulation including water vapor transport, precipitation, and temperatures throughout the world. The Pacific Decadal Oscillation (PDO), the tropical Atlantic SST gradient variability, and the West Pacific Warm Pool are patterns of natural climate variability that tend to persist over …
Modernist Spirituality
At the beginning of the twentieth century, the biblical critic Alfred Loisy (1857-1940) advanced a reform agenda that had significant political and theological implications and that helped to define "Modernism." Contemporary scholars have explored many facets of this reform agenda, but have not so far investigated Loisy's ideas about ritual. Based on an analysis both of Loisy's own religious practice and of his most important Modernist book, this…
From fatalism to resilience
This paper describes a method for reducing the economic risks associated with predictable natural hazards by enhancing the resilience of national infrastructure systems. The three-step generalised framework is described along with examples. Step one establishes economic baseline growth without the disaster impact. Step two characterises economic growth constrained by a disaster. Step three assesses the economy's resilience to the disaster event w…

Religion and the University
In 1860 a book innocently entitled Essays and Reviews shook the theological world of England. And yet the book was flawed enough that this response was surprising. As a partial answer to the question of why Essays and Reviews created such an uproar, this article proposes seeing it as a volley in the ongoing culture wars over the appropriate nature of British higher education and the place of religion in it. Translating the issues at stake into co…

French Politics and Alfred Loisy's Modernism
The first decade of the twentieth century was a time of great theological ferment in the Catholic church in France. In order to reconcile Catholic teaching with the latest findings of historical criticism, Alfred Loisy (1857-1940) and other "modernists" proposed sweeping reforms in the Church. From the perspective of Rome, however, these reforms seemed to threaten the very heart of the faith. In Roman eyes, Loisy and his theological allies had ad…
