This article analyses the 1997 report of the Belgian Parliamentary Commission of Inquiry into the events in Rwanda in April 1994. The weakness in the political and military concept of UNAMIR lay primarily in the watering‐down of the mandate by the Security Council to less than what would have been possible through the Arusha Accords, and the failure to anticipate a breakdown of these peace agreements.
