Campaigning for the Environment
Originally published in 1974 Campaigning for the Environment addresses the issue of the environmental lobby. Using seven case-studies from the time of publication, the book covers the important aspects of environmental campaigning, where the environment has been threatened and where pressure groups have been formed to defend it. The book discusses the political problems of protecting and improving the environment, and states that each campaign in…
The Succession to the Caliph Mūsā al-Hādī
Hārūn al-Rashid succeeded his elder brother Musa al-Hadi to the caliphate in confused circumstances. It is clear that Musa had not wanted his brother to succeed him, but not whether in his short caliphate Musa had formally replaced Harun as heir apparent with his own young son. The open question is whether Hārūn succeeded to the caliphate by virtue of being heir apparent, or owing to a military intervention after Mūsā's sudden death. Al-Tabari cl…
The Qurʿanic Law of Inheritance
The Sunnī law of inheritance relies on a particular interpretation of the Qurʿanic inheritance verses. Even though Shīʾī inheritance law is strikingly different from Sunnī law, the Sunnī interpretation of the Qurʿanic texts has rarely been questioned. In this essay I propose a new interpretation of the relevant texts and examine the system of inheritance that this interpretation seems to imply. The system proposed is closer to Shīʾī than to Sunnī…
Artificial Intelligence and the Study of Democracy
This paper explores how two relatively new methods, which may be categorized loosely as "artificial mtelligence" (AI) approaches, might be used in analyzing the relationship between socioeconomic data and democracy. The ID3 algorithm is used as a preprocessor in the construction of neural networks which are used to predict the potential level of democracy of communist countries on the basis of socioeconomic variables for 147 countries
On Democracy1
This paper attempts to provide a modern, universal, conceptualisation of democracy. J. D. May's ‘responsive rule’ approach is analysed. It is argued that his approach, although on the right lines, is not satisfactory as it stands. Democracy should be seen as referring to the principles which underlie the political process for a given regime, and is logically independent of the detailed institutional practices. Following Easton's analysis of a reg…
Political stability and the science of comparative politics
The utility of comparative politics has been questioned from time to time in two ways. Doubts have been cast upon its ability to offer genuine and useful generalisations, and these doubts have been reinforced by the appearance of studies which, while statistically adventurous, are not grounded upon a sufficiently sound theoretical base. In this paper we consider Alasdair MacIntyre's objections to the idea of a science of comparative politics, and…

The Meaning and Use of ‘Political Stability
Few extended analyses of the concept of political stability have been published, much of the literature concentrating on an analysis of its causes. This article discusses the main approaches to stability and examines two recent conceptualizations by Ake and by Sanders. It is argued that both are unsatisfactory, and an alternative definition is developed, starting from first principles. The problems of identity and change are examined, and what co…

Collective Action and the Fallacy of the Liberal Fallacy
The problem of whether the rational, self-interested individual will voluntarily subscribe to a large group providing collective benefits is examined, using the perspectives of Hardin's application of game theory and Olson's application of economic theory. The arguments in each case are held to be unsatisfactory, and the same analysis cannot automatically be applied to all problems involving collective action. The subscription to large groups nor…
Lobbying, Administrative Reform and Policy Styles. The Case of Land Drainage
In this article we analyse the successful attempt by a group of interests concerned with water reorganization during the early 1970s to prevent a radical change in administrative arrangements concerning land drainage. Despite the apparently esoteric nature of the policy area, the ‘politics of land drainage’ was fundamentally concerned with the important matter of what has been called ‘the business concept’ of government. The case study also provi…

The Growth of the Environment as a Political Issue in Britain
Various commentators have expressed their subjective impressions that ‘the environment’ emerged suddenly as a political issue. That the number of groups, journals and books relating to ‘the environment’ has dramatically increased is indisputable. What is not clear, however, is whether the increase has been in the awareness of relationships between problems which could then be subsumed under the general heading ‘the environment’ or whether increas…
