The Season Novel, 1806–1824
This essay examines a set of two dozen or so novels published between 1806 and 1824 that, taken together, constitute a microgenre or highly specific subgenre, the ‘season novel’. From A Winter in London (1806) to A Winter in Washington (1824), season novels depict fashionable life in a particular locale for a limited span of time. The essay uses these texts as a case study to examine the processes of generic creation and extinction at close range…
The age of love
Archaic Greece (eighth to sixth centuries BCE) is a society which we might term “before sexuality”: in the sexual and romantic relations that characterize it, the criterion of age plays a different role from that in modern Western societies. This applies not only within the framework of marriage, but also in the context of homoerotic relations – known as pederastic – as celebrated in the poetry of the aristocratic banquet (Theognis, Anacreon) and…

Representative Bureaucracy — What, Why and How
Issues of representation have become increasingly salient in European countries with attempts to find mechanisms to increase the representation of women, including various types of quota and parity legislation. This article examines the extension of the idea to bureaucracies. It looks at two arguments about this extension: should bureaucracies be regarded as places where representation can and should occur, and, even if representation in bureaucr…

The Reform of EU Management
Une simple amélioration ou une modernisation radicale ? La réforme de l'administration de la commission européenne
If the need for change and improvement in the Commission’s ways of working became evident as of 1979, the reform process began with the Santer Commission. Although the public management reform seems to focus on reducing personnel and expenses, it goes further in the sense of modernization: budgetary reforms aim at budgeting results and performance; emphasis is put on individual responsibility and evaluation and on a more flexible approach to pers…

The programmes started in 1995 since when over 20 000 students have studied modern languages with the Open University. The paper draws on this expe…
Brussels Bureaucrats?
Is 'Brussels' the remote and insensitive bureaucracy of popular mythology? The 'civil service' of the European Union is little known: this book provides an accessible account of its structures and their evolution; the administrative traditions on which they draw; and the selection, training and careers, lifestyle, and ethos of EU officials.
La chute de la Commission Santer
The Fall of the Santer Commission. Analysis of the circumstances surrounding the resignation of the Santer Commission sheds light on a number of problems encountered by the Commission over several years. While some of these are in the process of resolution thanks to the new reform programme, the Commission’s legitimacy crisis runs the risk of having long-term effects on the functioning of Community institutions
