Contested knowledge in Dutch climate change policy
In dealing with wicked problems, policymakers increasingly are confronted with three competing ‘knowledge claims’: the notion of evidence-based policy, alternative ‘commons knowledge’ created by citizens, and ‘fact-free’ politics. Consequently, the knowledge base for dealing with wicked problems is becoming increasingly contested. This paper analyses the ways in which these three competing knowledge claims interact, and the consequences of their …
‘Trust the experts!’ Risk definitions in Dutch online forums about the ‘swine flu’
Citizens are becoming increasingly likely to challenge the knowledge bases underlying policy programmes that deal with risks. This paper investigates how participants in online discussions engage in interactions between expert knowledge, ‘commons knowledge’ and policy assumptions. The concept of ‘boundary objects’, arrangements that allow different groups to work together without consensus, is used to analyse the role of online discussions in the…

Branding the City
Place branding has been used to influence ideas concerning communities and districts, especially in regeneration programmes. This article approaches branding as a new governance strategy for managing perceptions. Considering the popular criticism that branding is a form of spin that prevents the public from gaining a proper understanding of their government’s policies, this article focuses on the democratic legitimacy of branding in urban governa…

Renewal in European Local Democracies
The accountability of power
In modern governing, a variety of actors in the public domain daily make decisions with consequences for the common good, but how these actors are held accountable to political representatives is not always clear. While representative democracy in most societies still functions as the traditional standard, deficits in democratic control are perceived. There is an exercise ofpower-without-corresponding-representation. At the same time modern citiz…
New Media, Micromobilization, and Political Agenda Setting
In November 2007, Dutch secondary school students revolted against a requirement known as the “1040-hour norm.” New Web technologies, like instant messaging, YouTube, and social networking sites, played an important role in the mobilization effort. In this article, the authors argue that these technologies facilitate a shift toward micromobilization by individuals and small groups. In this “1040-hour norm” case study, the authors analyze how the …
Tastes’ for Political Participation
This paper argues that practices of political participation can be seen as expressions of different styles of democratic citizenship. Through these styles, citizens exhibit certain ‘tastes’ for particular forms of political activity. Typical empirical analyses of lifestyles and styles of democratic citizenship are discussed. A reinterpretation of these findings according to cultural theory suggests a universe of basic ways of life underlying thes…
What e-politicians do with words
This paper explores how Dutch councillors used an online forum that was established for communication between citizens and councillors. Councillor participation varied widely across parties and individuals. Councillors vary in their attitudes toward online communication with citizens. These differences are partly attributable to styles of representation. A research strategy based on speech act theory is used to identify these styles. Councillors …
ICT strategies of democratic intermediaries
A conceptual framework is proposed for discussing the ICT strategies of intermediaries and their effects on democratic intermediation. The main line of reasoning is that both 'disintermediation' and 're-intermediation' have to be related to specific
