The forcible uprooting of people is an inevitable consequence of armed conflict. The processes by which peace agreements are negotiated and implemented will determine whether and under what conditions internally displaced persons (IDPs) will return home or whether other solutions will be necessary or possible. If countries newly emerging from conflict are able to find durable solutions for IDPs and other waraffected populations, it is a significant…
The Uprooted
By conservative estimates about 50 million migrants are currently living outside of their home communities, forced to flee to obtain some measure of safety and security. In addition to persecution, human rights violations, repression, conflict, and natural and human-made disasters, current causes of forced migration include environmental and development-induced factors. Today's migrants include the internally displaced, a category that has only r…

Among human rights violations, no practice is more flagrant, degrading, and irreversible than extrajudicial execution-the taking of a person's life without minimal guarantees of due process of law. Political assassinations, defined as that are part of a rational scheme to transfer political power from one group to another or to achieve a specific policy objective,' have traditionally been associated with individual acts and opposition groups. Exiles and Citizens
At the end of the Spanish civil war, Mexico was the only country to offer open refuge to the thousands of Republican emigres who fled from Spain in 1939-1940. Exiles and Citizens is a study of these political exiles, especially those with intellectual and professional backgrounds and ambitions. It focuses on their adjustment to Mexico, on their continued ties to Spain, and on their impact on Mexican development. The critical dilemma faced by the …
Antonio Maceo
On 7 December 1897, on the outskirts of Havana in San Pedro, a small party of Cuban rebels led by Lieutenant General Antonio Maceo y Grajales was ambushed by a Spanish patrol. General Maceo was killed; at his side, Panchito Gómez Toro, son of the Cuban Commander-in-Chief Máximo Gómez, also died. The surviving Cuban soldiers buried the two bodies in a secret grave to protect them from desecration by the Spanish forces. Several days later in Havana…
