Giving Aid Effectively: The Politics of Environmental Performance and Selectivity at Multilateral Development Banks
What measures do international organizations take to improve the environmental performance of their aid programs? How do they determine which ones work and which ones don’t? Mark T. Buntaine makes an important contribution to solving these puzzles with a sharply focused study of concessionary lending by multilateral development banks (MDBs). His purpose is both analytical and prescriptive, and his book is thought-provoking in both regards.Buntain…
More than a Question of Agency: Privatized Project Implementation, Accountabilities, and Global Environmental Governance
With limited success, international relations scholars have used principal-agent theory (P-A) to understand gaps in global governance. While P-A may not provide robust explanations, it is still useful for mapping long chains of complex, boundary-crossing relationships and locating the gaps that characterize global environmental governance (GEG). In this article, first I argue that we can get beyond merely locating and describing governance gaps, …

The Political Economy of Oil in Alaska: Multinationals vs. the State
Does Alaska's reliance on oil and gas mean that it inevitably will be controlled by corporate energy interests? Or can the state use its vast resource holdings to manage a more symmetrical partnership? The Political Economy of Oil in Alaska investigates the complex relationship Alaska has with its most precious commodity. Offering a new perspective on the challenges of oil-dependent development, the authors explore the dynamic balance between the…

Participating or Just Talking? Sustainable Development Councils and the Implementation of Agenda 21
Sustainable Development Councils were among the few specific recommendations for institution building to come out of Rio in 1992. At their best the councils manifest Agenda 21's call for new participatory arrangements. At their worst they represent the frustrations and unmet challenges of the thirteen years since Rio. The article compares attempts to establish councils in three Caribbean states: Grenada, Dominica, and St. Lucia. The cases offer l…

Cuba's Free-Market Experiment: Los Mercados Libres Campesinos, 1980–1986
In 1970, as part of a comprehensive program of institutionalization, new economic policies were introduced in Cuba emphasizing more extensive use of material incentives, wage differentials, and piece rates to stimulate productivity. Those policies raised the incomes of Cuban workers and created new demands for a better diet and more consumer goods. Yet problems in the state-run domestic food sector made it difficult for Cubans to secure the highe…
