  • Ministerial Consultants and Privatisation: Australian Federal Government 1985-88

    Open Access•Geoffrey Hawker•ARTICLE•Australian Journal of Politics &…•2006

The “turn to the market” by the Hawke Government (1983–91) began with the floating of the dollar and the de-regulation of the banks, and later involved the privatisation of government assets. Though presented as a coherent re-thinking of Labor ideology, an examination of the events leading to privatisation reveals an episodic process that was not inevitable. The genesis of the economic statement of May 1987, which first delineated “asset sales” a…

  • Political leadership in the ANC: The South African provinces 1994-1999

    Open Access•Geoffrey Hawker•ARTICLE•The Journal of Modern African…•2000•Cited by: 1

The African National Congress (ANC) government in South Africa, having made compromises in the transition of 1994, has been accused of resorting to undemocratic ways in dealing with the frustrations of government. The instability of political leadership at the provincial level appears to confirm pessimism. The central organs of the ANC have tried to bring wayward provinces into line, most recently (May 2000) by dissolving the local party executiv…

Numerous studies confirm the significance of service work, a universal and time consuming responsibility of legislators (e.g., Kornberg and Campbell, 1978; Mezey, 1979). However, a recent survey reports that is relatively little detailed description or quantitative analysis of allocational and service activities, particularly from western countries outside Britain, Canada, and the United States (Jewell, 1985, p. 114). Moreover, while comparisons …

    Open Access•Geoffrey Hawker•ARTICLE•Australian Journal of Public…•1980•References: 3

Managers everywhere are faced always with problems of scarcity, with setting priorities, making trade‐offs and allocating short resources. One part of the administrative task is necessarily about getting the most done for the least cost. But is Australian government administration now entering a particularly severe period of restraint, which will place even sharper challenges upon managers in the public service? I think the answer to this questio…

    Open Access•Geoffrey Hawker•ARTICLE•Australian Journal of Public…•1977

Freedom of information legislation is now an item on the political agenda. In the debate about the scope of such legislation, however, some important administrative questions have been ignored. Relevant overseas experience, particularly that of North America, has not been given the attention it deserves. By 1972 the Labor Party had made “open government” an electoral issue, although four distinct notions were involved in this concept, namely admi…
