  • From Passive Recipients to Active Participants: A Systematic Literature Review of Citizen Participation in Street‐Level Bureaucracies

Open Access•Anthony Ricotta, Coline Generet et al.•ARTICLE•European Policy Analysis•2025•References: 34

How do citizens participate in interactions with street‐level bureaucrats? We systematically reviewed 50 studies and identified a repertoire of citizens' attitudes and behaviors, ranging from compliance to opposition, with exit as a last resort. We related them to civil servants' practices using Tummers et al.'s (2015) typology. Citizens' attitudes and behaviors include: compliance with formal rules, informal practices, and officers; attempts at …

  • Neither the Magic Bullet Nor the Big Bad Wolf: A Systematic Review of Frontline Judges’ Attitudes and Coping Regarding Managerialization

    Open Access•Émilien Colaux, Nathalie Schiffino et al.•ARTICLE•Administration & Society•2023

How do frontline judges perceive managerial reforms, and how do they cope with them? We relied on concepts from street-level bureaucracy to systematically review the effects of managerial techniques on frontline judges in 35 studies. We find that judges’ attitudes toward managerialization are more heterogeneous than might be anticipated. Beyond facing an increasing caseload, judges are pressed to reduce treatment times and costs as well as to pla…

    Open Access•Jehan Bottin, Nathalie Schiffino•ARTICLE•Emulations - Revue de sciences…•2022•Cited by: 1•References: 4

  • Walking on Thin Ice: How and Why Frontline Officers Cope With Managerialism, Accountability, and Risk in Probation Services

    Open Access•Mathias Sabbe, Nathalie Schiffino et al.•ARTICLE•Administration & Society•2021•Cited by: 3•References: 56

Probation officers (POs) operate in a high-risk environment. They are vulnerable to mediatic and political backlash and are confronted with managerial innovations that can conflict with their values. A thematic analysis of 29 interviews with Belgian POs reveals that classical coping mechanisms caused by time shortages, such as rationing and prioritization, are amplified by managerialism. POs also break rules which present limited meaningfulness a…

  • Citizen‐agency versus state‐agency at the frontline in prisons and probation services: A systematic literature review

Open Access•Mathias Sabbe, Stéphane Moyson et al.•ARTICLE•Social Policy and Administration•2020•Cited by: 4•References: 19

Street‐level bureaucrats play a key role in the delivery of public services to the citizens with whom they interact. Using the Preferred Reporting Items for Systematic Review and Meta‐Analyses approach, we rely on a street‐level perspective to report a systematic review of 46 studies about officer–offender interactions in prisons and probation services. In doing so, we examine how correctional officers articulate state‐agency – whereby they focus…

  • The mystery shopper: A tool to measure public service delivery

    Open Access•Steve Jacob, Nathalie Schiffino et al.•ARTICLE•International Review of…•2018•Cited by: 1•References: 52

Originally the exclusive preserve of the private sector, the mystery shopper technique is increasingly being used in the public sector. In the wake of the reforms to modernise the state, accountability and performance-monitoring exercises are on the rise. They focus, in particular, on service quality and user-customer satisfaction. The article makes a twofold contribution to this topic: methodological and substantive. First of all, the article un…

  • Post-crisis learning in public agencies: What do we learn from both actors and institutions

Nathalie Schiffino, Laurent Taskin et al.•ARTICLE•Policy Studies•2017•References: 44

Post-crisis learning is a challenge for public organizations, and especially for agencies which handle health and environmental risks. This article investigates how the Belgian Food Safety Agency settles mechanisms for drawing lessons from crises while ensuring day-to-day routine. The framework by Crozier and Friedberg is used as a guideline to consider both the actors and the system, both strategic games and institutional constraints. The articl…

• Hybridity at the heart of contemporary risk governance: The example of the safety of the food chain in Belgium

    Open Access•Julien Raone, Nathalie Schiffino•ARTICLE•International Review of…•2014•References: 14

What are the changes and challenges facing the public regulator in a context of risk governance? Through the analytical prism developed by Jacques Chevallier, this article proposes to examine the changes in the role of the public regulator by focusing on the style of public policy and governance tools. In the light of the hybridity observed in the study of the system regulating the safety of the food chain in Belgium, the contribution focuses on …

    Nathalie Schiffino•ARTICLE•Revue internationale de politique…•2012•Cited by: 2•References: 3

  • Risk, democracy and schizophrenia: The changing roles of citizens in risk policy-making putting GMO policy to the test

Nathalie Schiffino, Steve Jacob•ARTICLE•Journal of Risk Research•2011•Cited by: 1•References: 7

For more than two decades, participatory mechanisms have often been invoked as quasi-policy instruments to counterbalance a deficit of legitimacy surrounding political representation. Scientific literature has widely investigated this process. Empirical studies have documented it. However, a blind spot remains. How does this process influence the role of citizens when they are called to sanction political decisions concerning risks, decisions to …

  • Biomedical Policies in Belgium and Italy: From Regulatory Reluctance to Policy Changes

Nathalie Schiffino, Celina Ramjoué et al.•ARTICLE•West European Politics•2009•Cited by: 9•References: 16

Belgium and Italy stand out within Western Europe as countries that have shown pronounced reluctance to regulate assisted reproductive technologies (ART) and embryo research in the 1980s and 1990s, while the new millennium brought about major public policy ‘punctuation’. Belgium has changed from a strategy of non-decision to a permissive regulation on embryos and ART practices. Italy has moved from a lack of ART regulation to a relatively restric…
