No One-Size-Fits-All
This study examines the proposition that national culture is related to urban planning practices. It uses Hofstede’s seven dimensions of national culture, a survey of 500 urban planners across 10 countries, and one-way ANOVA to test for national culture differences. The analyses reveal that urban planners across countries differ on all seven of Hofstede’s national culture dimensions. We argue against the proposition of a homogenizing culture or t…

Sexual and reproductive health among adolescents in vulnerable contexts in Mexico
Ensuring sexual and reproductive health, and rights for adolescents entails the prevention of early pregnancies, which are widely recognized as a public health problem. Based on the ecological model for early pregnancy, this article identifies the healthcare requirements for preventing unintended adolescent pregnancies in predominantly indigenous communities in Chiapas, Mexico. Using a convergent parallel mixed-methods study design, we surveyed a…
Redefining Morally Conscious Decision-Making for the Public Sector
This paper proposes a conceptual definition of morally conscious decision-making as “cognizant processing of an actor’s core values setting aside self-interest when presented with a dilemma.” Using moral phenomenology, Deweyan pragmatism, and piecing together previous works on decision-making, we develop a definitional framework that makes a case for specified and refined scopes of our understanding of morality and ethics in public administration…
This article analyzes the election results for the mayoralty of Santiago de Cali in 2003, 2007, 2011 and 2015. Based on premises of the sociological model of voting behavior and through the use of fuzzy sets and geo-referencing, it makes estimates regarding electoral behavior in relation to socio-economic status and levels of fragmentation exhibited by the different types of candidacy (elite–non-elite). Causal configurations are thus identified w…

Convergent Validity and Internal Consistency of an Arabic Snaith Hamilton Pleasure Scale
Anhedonia, a reduced capacity for pleasure, is viewed as a trait-like vulnerability marker for schizophrenia and depressive disorders. To date there are scarce data from the Arab world on anhedonia as a symptom, and even less on the psychometric properties of instruments designed to assess it. This study examines the internal consistency of an Arabic version of the Snaith Hamilton Pleasure Scale (SHAPS), and its convergence with real-time hedonic…

Public Opinion on Federalism and Federal Political Culture in Canada, Mexico, and the United States, 2004
This study reports on public opinion surveys on fiscal value, taxation, trust and confidence in governments, and federal political culture conducted in Canada, Mexico, and the United States in June 2004. Compared to past years, support for the federal government remains high in the United States, with support for local government surging substantially in 2004. The local property lax is viewed as the worst U.S. lax, followed secondly but distantly…
Performance Measurement, Strategic Planning, and Performance-Based Budgeting in Illinois Local and Regional Public Airports
The Government Performance and Results Act (GPRA) mandates federal agencies to develop and link strategic plans and performance measures into a budgeting sys-tem that allocates resources based on performance. Because the Act only applies to federal agencies, not many local governments have adopted performance-based budgeting; however, most state governments have used it well ahead of the GPRA. This research focused on determining the extent of ai…
Public Opinion on Federalism in Canada, Mexico, and the United States in 2003
This research reports on public opinion surveys on intergovernmental and federal issues conducted in Canada, Mexico, and the United States in March and April 2003. In all three countries, respondents most often see their federal government as being the least effective, least efficient, and least trustworthy. Respondents from Canada appear least supportive of their federal government and most supportive of their local governments; those from Mexic…
