Examining the impact of red tape on work-family conflict
Previous research has focused on the adverse effects of red tape on public organizations’ management and performance, but has largely overlooked its impact on employees’ roles within the family domain. Drawing upon the Job Demands-Resources (JD-R) model, we conducted two studies to investigate how high job demands (i.e., red tape) may be positively related to work-family conflict by blurring the boundaries between work and non-work domains. The s…
Mapping Public Service Motivation in Socialist Countries
This study maps and analyzes the existing body of knowledge on public service motivation ( PSM ) in socialist countries, using bibliometric analysis and systematic literature review. A total of 79 SSCI -indexed journal articles (Web of Science), published between 1990 and May 15, 2024, were reviewed. Utilizing the R package Bibliometrix, co-occurrence and co-citation analyses were conducted to identify key themes and research trends. The findings…
Examining the Double-Edged Nature of PSM on Burnout
Extant research has demonstrated that public service motivation (PSM) might have a dark side on public employees. However, empirical research on this assumption remains unclear. Based on Job Demands-Resources Model, this study explores the psychological mechanism of PSM on burnout and examines the relationship from both positive and negative aspects by classifying work stress into challenge stress and hindrance stress. A study with 255 street-lev…
Two sides of the same coin
Drawing upon the conservation of resources (COR) theory, this study explores the double-edged effect of PSM on work-family conflict (WFC). Through a three-wave survey involving 228 Chinese civil servants, the findings show that PSM is positively related to WFC via workload; PSM is negatively related to WFC via positive emotion; the resource-loss path via workload is stronger when the perceived organizational caring ethic is low, and the resource-…
Inverted U-shaped relationship between public service motivation and role overload
Although role overload in public organizations has become a prominently observed research phenomenon, insufficient attention has been given to the influence of public service motivation (PSM) on role overload. We surveyed 335 Chinese public employees to investigate the relationship between PSM and role overload, and the moderating effect of psychological empowerment on this link. Results showed that PSM and role overload had an inverted U-shaped …

Public Service Motivation and Employee Change-Supportive Intention
Implementing change is considered as a difficult task for public organizations. Some individual dispositional factors have been suggested to influence recipient responses to change in public organizations. Past research has shown a link between public service motivation (PSM) and employee positive responses to organizational change. However, the psychological processes underlining this relationship are not specified. Building on the PSM theory an…

Employees’ Change Support in the Public Sector—A Multi‐Time Field Study Examining the Formation of Intentions and Behaviors
Recent micro‐level research on public sector reform and change highlights the importance of employees’ reactions to change. Based on the assumption that intentions determine behaviors, scholars have focused on the importance of understanding how change‐supportive intentions are formed. However, how change‐supportive intentions translate to change‐supportive behaviors over time has received less attention. Drawing on the theory of planned behavior…
Motivational bases of commitment to organizational change in the Chinese public sector
Does public sector employees’ public service motivation (PSM) affect their psychological reactions to organizational change? We examined the effects of PSM on public sector employees’ commitment to a specific organizational change. Participants were 231 public sector employees from a city in eastern China, who completed surveys assessing commitment to change and PSM. The results showed that there was a significant relationship between PSM and emp…
Compassion as the Affective Dimension of Public Service Motivation in a Chinese Context
We investigated the generalizability of compassion as the affective dimension of public service motivation (PSM) as observed in Western society to the context of social workers in China. We also examined the effects of compassion on job satisfaction. We found that the affective dimension of PSM was present in the Chinese social workers. However, we split the factorial structure of Perry's (1996) original 8-item scale into 2 subgroups of negativel…
Work-Related Stressors and Health-Related Outcomes in Public Service
While business and psychology researchers have strived to identify effective strategies to reduce occupational stress, public administration scholars have paid insufficient attention to this issue. This article examines the role of motivational bases in the stressor–wellbeing relationship, a nascent research area in business and psychology, focusing on a particular type of motivation that is salient in public organizations: public service motivat…
Investigating the Structure and Meaning of Public Service Motivation across Populations
The growth in international research on public service motivation (PSM) raises a number of important questions about the degree to which the theory and research developed in one country can contribute to our understanding of PSM in other counties. To help address this issue, this study revisits the conceptual and operational definitions of PSM to address weaknesses previously noted in the literature. Although some important steps have been taken …
Public Service Motivation of Public-Versus Private-Sector Employees in a Chinese Context
To investigate the public service motivation (PSM) of public- and private-sector employees in a Chinese context, comparative studies were conducted with 2 independent samples. In Study 1, confirmatory factor analysis was implemented to assess the level of PSM in 250 public employees. In Study 2, 247 respondents from private companies were evaluated. Results gained in these studies not only provided evidence supporting the construct validity of th…
Does the Love of Money Moderate the Relationship between Public Service Motivation and Job Satisfaction? The Case of Chinese Professionals in the Public Sector
To what extent do attitudes toward money—specifically, the love of money—moderate the relationship between public service motivation and job satisfaction among public sector professionals in China? The authors collected data from full‐time public sector professionals who also were part‐time students in a master of public administration program in eastern China. After confirmatory factor analyses, the regression results show that a public servant’…
How well can public service motivation connect with occupational intention
Researchers have hypothesized that a person’s public service motivation (PSM) has a positive connection with occupational intention: the greater an individual’s PSM, the more likely he or she is to seek membership in a public organization. However, few empirical studies have tested this proposition. Based on a survey of 584 students from two prestigious universities in eastern China, this study explores how well PSM relates to students’ occupatio…
Person-Organization Fit, Job Satisfaction, and Turnover Intention
Based on a survey of 259 full-time employees in the public sector who were also part-time students for the Master of Public Administration program at a prestigious university in eastern China, it was found that person-organization (P-O) fit is a good predictor of job satisfaction and turnover intention in a Chinese context. In contrast to previous findings, the results of competition model analysis indicate that job satisfaction does work as a fu…
The Mediating Effects of Team Efficacy on the Relationship Between a Transactive Memory System and Team Performance
Many researchers have shown that a transactive memory system (TMS) improves a team's performance. However, the relationship between TMS and team performance remains unexplored. In this longitudinal study of team efficacy, with 31 course teams, the results demonstrate that team efficacy fully mediates TMS and team performance. These findings have implications for improving team performance
Evidence of public service motivation of social workers in China
To investigate how generalizable public service motivation (PSM) observed in Western society is to China and examine the instrumentality of public service motivation, two studies were conducted independently. In Study 1, confirmatory factor analysis (CFA) is implemented to test the existence of PSM based on 99 social workers in Region A of one city located in Eastern China. In Study 2, another CFA process is implemented to confirm the construct v…
