Competition as a Factor in Mutual-Aid and the Pursuit of Social Justice
Social workers tend to view competition negatively. This paper argues that competition is an intrinsic element of mutual aid groups, as well as a factor in the pursuit of justice. Competition is discussed as a product of scarcity of resources, and the paper looks at how it affects mutual-aid, partnerships, and policy-making. The risks and coordination costs associated with the competitive aspects of collective action are considered. The paper con…
Neighborhood Resiliency
This paper argues that a neighborhood's resiliency depends on the stability of its initial equilibrium state. A neighborhood that possesses a large stock of social and physical capital is not easily dislodged from its beneficial equilibrium, but if dislodged by adverse shocks, its reservoir of capital enables it to return to its initial equilibrium. In the opposite case, a neighborhood severely deprived of social and physical capital and which cr…
Sharing Power
This article discusses the notion of partnership as it relates to co-production and co-responsibility, and thus to community building and re-building. It begins with a brief review of the evolution of the role of helped/helper to that of consumer/producer of services. It argues that identifying professional services as complementing those services offered in the community by kith and kin facilitates power sharing, and can lead to stronger partner…
Relating Competence
The competence-promoting and the empowermentoriented perspectives build on established social work knowledge and wisdom to bring new and positive outlooks on contemporary practice issues. However, there is still little consensus on the meaning of competence and empowerment, and their relationship has received scarce attention. This paper seeks to clarify the concepts, to explore their relationship and to identify the conditions which, in the prac…
Liberation Theology, Group Work, and the Right of the Poor and Oppressed to Participate in the Life of the Community
Liberation theology has developed in Latin America by clergy and laity as a means for reaching the poor and oppressed people and for challenging the power of the Roman Catholic hierarchy. It offers ideas for social group workers in reaching out to the disenfranchised and challenges those elements in our theoretical models that lean toward paternalism and limited empowerment. The relinquishing of power by the worker is an essential aspect of the c…
A Drop-In Program for Transient Women
How can the needs of women in Toronto's traditional hostel population—the transient and homeless—and its newer hostel population—deinstitutionalized chronic and ex-psychiatric patients—be met? This article describes a daytime drop-in program for isolated women and contends that the program's competence-oriented practice framework provides the nurturing and education the women need. The women are seen as individuals capable of learning effective w…
