Past and Present Utilization of Interstate Compacts in the United States
This research examines the frequency of utilization and the usefulness of interstate compacts as a contemporary instrument of intergovernmental relations. Beginning with a discussion of the legal status of compacts, the author then reviews historic and current scholarship on compacts. Local governments across the country are reevaluating their fiscal position. California's vote on Proposition 13 in 1978 and the subsequent flood of similar proposals that surfaced in legislatures and on referenda throughout that fall exemplify the public concern that is focused on governmental expenditures and the competition for public monies. This research examines how sixteen state commissions on local governments concep tualized and defined urban problems. The research indicates that the commissions had a reform-oriented definition which stressed governmental fragmentation and multi plicity. In a 1972 “Communications” to PS I noted that according to the annual listing of “Doctoral Dissertations in Political Science, 1971,” women had not come close to achieving parity in numbers with the male members of the profession.
