This research examines the frequency of utilization and the usefulness of interstate compacts as a contemporary instrument of intergovernmental relations. Beginning with a discussion of the legal status of compacts, the author then reviews historic and current scholarship on compacts. Changes over time in the enactment of compacts are observed, together with changes in the types and scope of compacts. The procedures of the State of Maryland are used as a case study in evaluating the benefits of compact membership. In conclusion, the author discusses recent academic interest in this aspect of intergovernmental relations
