Good Governance as Reflexive Governance
Whereas the work of Leo Huberts has substantially contributed to the field of public integrity studies, this article argues that a next step is needed that takes a critical and reflexive perspective on (good) public governance systems. We focus on the changing status of batik cloth in West Africa and related shifts in the relations of Vlisco with its consumers and local trade partners over a period of almost two centuries. Performance Measurement in Public Governance
The paper examines four different cases in which performance measurement has been applied within a process of policy reform. The cases will demonstrate that a large variety of mechanisms may underlie the use of performance measurement instruments, ranging from institutional imitation to political pressures.
