Conditional Compliance
The role of principal-agent dynamics in performance and accountability reforms has been a recurring theme in public administration research. Yet, less attention has been dedicated to how the intersection of sector and policy design shapes principal-agent dynamics and subsequent policy outcomes. This study theoretically explores and empirically tests how sector and policy design shape the effects of state legislation that seeks to prevent shirking…
Institutionalized Enforcement of Administrative Compliance
Administrative burden scholarship typically examines rules and regulations affecting access to public benefits during initial citizen-state interactions. Scholars agree that individual burdens function as “hidden politics” because policy changes during implementation through bureaucratic discretion. Less is known about bureaucratic behavior or hidden politics enforced on third-party service providers maintaining compliance. In this article we add…
Gendered Bureaucratic Discrimination
This study investigates factors that shape case prioritization in public service delivery, focusing on Title IX coordinators (n = 371) handling sexual misconduct cases in U.S. colleges. Using a conjoint experiment, we find that coordinators deprioritize complex, time-sensitive cases involving transgender victims and prioritize severe cases and those with less ambiguity. When we examine the intersection of severity, complexity, and ambiguity, we f…

Governance reorganization and resilience
Performance management studies often examine universities to assess how performance management changes affect organizational outcomes but tend to overlook governance structures’ influence. This research examines how governance structures influence university performance, focusing on the shift from centralized to hybrid governance in Florida universities. Using a synthetic difference-in-difference approach, findings show no significant changes in …
Collaborative Networks and Institutional Change
This study examines the adoption of gender mainstreaming (GM) mechanisms in Argentina between 2019 and 2021. GM requires stakeholder collaboration to integrate gender management into government structures, but the role of network governance in GM has been underexplored, especially in the Global South. Using longitudinal data and discrete choice models, we assess how multilevel factors influence the formalization of subnational gender policy netwo…
A Taste of Telework
The COVID-19 pandemic brought unprecedented changes in global work dynamics including mandating telework for most of the U.S. federal workforce to protect employees from health and safety hazards of the communicable virus. Although not ubiquitous, many federal employees had experience with these arrangements because they voluntarily chose telework prior to the pandemic through provisions in the Telework Enhancement Act of 2010. Using the 2020 Fed…
Explaining interstate military friendly policy diffusion across U.S. universities
This article examines the diffusion of diversity management policies across large state bureaucracies that operate in a national marketplace of ideas. We analyze organizational antecedents and horizontal, vertical, and vertical-diagonal diffusion mechanisms associated with the degree of diversity management convergence among research universities from 2008-2016. Findings suggest the long-theorized, but rarely measured, non-linear pattern of diffu…
Diffusion of Complex Governance Arrangements
In the 1970s, many viewed domestic violence as a private concern. Since then, every state has adopted a domestic violence coalition to address intimate partner violence (IPV) through government intervention. States vary, however, in the structure of the coalitions, participation in federal programs, and the comprehensiveness of IPV services offered. Using the theoretical lenses of policy diffusion and policy drift, this study assesses the develop…
Administrative Response to Consequences of Covid-19 Emergency Responses
Many governments across the globe enacted mandatory stay-at-home orders to slow the spread of the COVID-19 pandemic. One of the many consequences of these governmental protection orders is to confine potential perpetrators and victims of gender-based violence in close proximity thereby reducing the opportunity for survivors to report abuse and get assistance. In this essay, we describe the multilevel governmental response in Argentina to address …
Strategically Marketing Florida’s Cities
Over the course of this decade, Florida has emerged as one of America’s fastest growing and most visited states. As many of the state’s municipalities compete for opportunities to expand their tax base and achieve other municipally centered goals, they are faced with the challenge of needing to strategically differentiate themselves from their peers to attract opportunities. One way to accomplish this is through using marketing as a tool of strat…
Collective Bargaining during Times of Crisis
The COVID‐19 pandemic dramatically changed employment across sectors in 2020 . This Viewpoint essay examines public sector labor relations during the pandemic and describes the impact bargaining process that is used to protect public employees . The authors draw on their own experience with impact bargaining negotiations and the public labor relations , conflict management , and civil service reform literatures to develop recommendations for publ…
Intersectionality and equity
Representative bureaucracy scholarship has yet to address two interrelated phenomena: intersectionality and changes in relative disadvantage over time. This manuscript addresses these gaps by assessing representation effects at the intersection of race/ethnicity and sex and in previously, but no longer, disadvantaged client groups. It also argues that if bureaucratic representation is viewed as a quest for equity, then representation will decline…
Revisit the drivers and barriers to e-governance in the mobile age
This article presents an explorative case study to understand the drivers and barriers that influence the adoption of smartphone-based city management apps as e-governance tools in U.S. cities. Using interviews with government officials and citizen focus groups in a southeastern city, we systematically examine the facilitators and barriers from the perspectives of the government and citizens. Our findings suggest that the city management app syst…

Contracting, Ethics, and Policy Adoption
Local government policy makers continue to pursue governance reforms that introduce business-like practices including the privatization or contracting-out of essential government services. It is unclear how these privatized arrangements may influence the accountability standards of local government employees and elected officials. Using a Cox proportional hazard model, the current study examines how privatization of essential services influences …
Moves and Countermoves
Policy diffusion literature generally studies the adoption of similar policies across jurisdictions, but often overlooks how opposing policies or legal constraints may influence the enactment of rigid state constitutional amendments. The current study models the spread of state constitutional amendments designed to prevent future policy change. Using conditional event history analysis on all states from 1999 to 2011 the empirical models analyze t…
Branding and Isomorphism
Since the New Public Management movement began, public and nonprofit organizations have been adopting and adapting businesslike practices, including branding and marketing. There remains a knowledge gap in understanding why organizational actors choose to allocate resources to adopt branding and marketing policies. This article explores organizational branding initiatives within the context of research extensive (N = 109) higher education institu…
The Political Structure of Policy Diffusion
Unlike the U.S. Constitution, many state constitutions include provisions for regulating and legislating specific policy issues. Embedding policy proscriptions in state constitutions may impact the rate and likelihood of policy diffusion. To examine how the amendment process influences diffusion resulting from geographic competition, we estimate a well‐known policy diffusion model, using state‐sponsored lotteries as a case study. Our mixed model …
Planning for a Payout
Public management literature has previously examined privatization in which government contracts with private firms or other organizations to provide goods or services to the public. However, privatization of organizational structure through the creation of special purpose organizations remains relatively underexplored. This study examines the policy consequences of privatizing state lottery organizations by comparing the revenue returned to stat…

Minority Football Coaches’ Diminished Careers
Objectives Research on minority representation and career trajectories in higher education represents a substantial body of evidence in the field; however, the empirical evidence fails to address a crucial area: intercollegiate athletics. This study aims to address the gap in the empirical work and study the career trajectories and representation of African‐Americans and Latinos in NCAA FBS football coaching positions. Methods A pipeline argument…
