Public Acceptance of Regional Redistribution in Germany: A Survey Experiment on the Perceived Deservingness of Regions
Many policies target the economic and social consequences of regional inequality. This study experimentally investigates factors explaining the public degree of consent to financial transfers to disadvantaged regions. The main hypothesis of this study is that most people use the deservingness-heuristic not only to judge individuals but also to judge regions. We argue that people advocate interregional transfers based on perceived deservingness de…
Gleichwertige Lebensverhältnisse in Deutschland – Konzepte, Strukturen, Tendenzen, Korrelationen
Voting on urban land development
In this paper, we analyze several local referendums on land development and land‐use regulation in the City of Erlangen (Germany) between 2011 and 2018. To identify the positive influence of the travel distance on approval for land development, we control for distance to the city center and density, employ a two‐way fixed‐effect model, and use spatial instruments. We also analyze the heterogeneity of city dwellers' preferences for the development…
The Bavarian Municipal Fiscal Equalization Scheme: Emphasis on Equity Rather than Efficiency
Employing the approach of Albouy (2012), this paper evaluates the efficiency and equity of the municipal fiscal equalization scheme in the federal state of Bavaria in Germany. Calculating a measure reflecting the internalization of fiscal and real externalities by state grants, we conduct a regression analysis on variables describing efficiency and equity criteria. Because the fiscal equalization scheme redistributes revenues toward regions with …

EU Financing and Regional Policy: Vertical Fiscal Externalities when Capital is Mobile
This paper considers the EU regional policy and analyzes two kinds of externalities that can explain why matching grants are used to subsidize regional infrastructure: horizontal pecuniary externalities via capital markets, and positive vertical fiscal externalities created by the financing of the EU budget. Matching grants should correct for both externalities. As an extension the paper considers possible alternatives of the EU financing system …

Tax Deductibility of Commuting Expenses and Leisure: On the Tax Treatment of Time-Saving Expenditure
Assuming that higher traveling expenses reduce traveling time, this paper considers tax deductibility of commuting expenses when a distorting wage tax is levied. While the decision on commuting expenses would not be distorted if traveling costs were completely deductible, taxation would still not be neutral with respect to the leisure-consumption choice. Moreover, the paper shows that second-best optimum taxation requires less than complete deduc…
