The South Caucasus
The South Caucasus remains a fragmented region despite recent efforts to reopen transportation and communication links following the Second Karabakh War (2020). This study examines why trilateral regionalism among Armenia, Azerbaijan and Georgia has not materialised to date, focusing on recent connectivity initiatives. Employing a pattern-matching technique, in which empirical findings are compared with theoretical expectations, the article finds…
Blue‐Prints for Ocean Governance
Championed as a pathway for sustainable growth, the “blue economy” (BE) has garnered increasing interest in recent decades. International organizations like the World Bank and the Organization for Economic Cooperation and Development (OECD) increasingly point to marine resources and activities as a “new frontier” for economic growth. International blue economy frameworks (IBEFs) have thus commanded growing interest from practitioners and academic…
Treasure Troves
Sovereign Wealth Funds (SWFs) are integral to major forces shaping the international political economy, including global finance, the expansion of state capitalism, the eastward shift of economic power, and resource nationalism. Their rapid ascent has spurred a growing body of research on their origins, design, savings, investments, and international impact. Presidential Discourses on Regionalism in Azerbaijan
Drawing on theories of comparative regionalism, this article examines the construction of regionalist frames in Azerbaijan covering the period from 1993 to mid-2023. By examining more than 60 text passages from presidential speeches and statements, the study identifies two framings of regionalism that have dominated presidential discourses in Azerbaijan: the discourse of Turkic solidarity or unity (in the political-security domain) and the narrat…

This article presents a comparative analysis of Azerbaijan and Kazakhstan in their paths to a low-carbon sources of energy covering the status of RES, renewable energy targe…
Discursive closure
Why does ideology often fail to take hold in post-Soviet party politics where parties tend to be personalistic, patronage-based and clientelistic rather than programmatic? Moving beyond conventional theories of social cleavage and patrimonial legacies, this paper offers an alternative explanation focusing on the structure of a country’s discursive space. Analysis of Azerbaijani political party manifestos shows that all political players – the rul…
Azerbaijan's Missed Opportunities
The consequences of this missed opportunity are serious and will be felt in the not-so-distant future when the oil deposits have drained away
Eroding support for democracy in Azerbaijan? Context and pitfalls in survey research
What determines the level of support for democracy in post-Soviet hybrid regimes? How stable is popular support for democracy, and what can explain its volatility? This article explores these questions using evidence from the European Bank of Research and Development's Life in Transition survey in Azerbaijan, where from 2010 to 2016 support for democracy suddenly fell from 60% to 28% – the lowest score in the transition region. We juxtapose socia…
