Jamaican Dons, Italian Godfathers and the Chances of a ‘Reversible Destiny
For close to 50 years, so-called ‘dons’ have positioned themselves as civic leaders in Jamaica, gaining acceptance among poor urban communities and (tacit) political recognition in the wider society. The dons' systematic, coercive organisation of the ghetto community and the counter-hegemonic, executive-style bureaucracy and culture entrenched here resembles the ‘godfather’-led criminal culture and power of the (Italian) Mafia. However, over the …

Challenges and prospects of HRM in developing countries
In this article, the authors examine how, when and to what extent HR practices affect performance at the employee level. As performance is a multi-faceted and complicated concept, HRM outcomes were used as mediating factors between HR practices and employee performance. The data were collected among civil servants in Eritrea, Africa's youngest and poorest country. Although the results generally are in line with previous studies using Western data…
Practices and challenges of converting former fighters into civil servants
This study critically discusses the practices and challenges of converting the former Eritrean fighters into civil servants and their management afterwards. The study finds that, although both categories of the Eritrean civil servants (ex and non-ex-fighters) have been working together since independence, ex-fighter civil servants were given special privileges in a number of human resource management (HRM) practices, such as recruitment and selec…

Practices and challenges of the training and utilization of labour in sub-Saharan Africa
This study critically analyses and discusses the way Eritrean civil servants are trained and utilized. This study shows that, except for specific areas, scarcity of skilled civil servants could not be considered as a major problem as it was in the early 1990s. The major challenge for the government would rather be how to utilize the existing staff effectively, particularly the expertise of the ex-trainees. In addition, the findings highlight the …
Ethnic Conflict and Terrorism
In the early 1990s a number of violent civil wars and large-scale ethnic crises shocked the world. In Rwanda, Bosnia, Chechnya and elsewhere atrocities were committed that led to hundreds of thousands of dead and displaced people. Explaining the origins and dynamics of such inhuman actions and events, this new sensitive and detailed analysis includes: full analysis of the origins of civil wars, terrorism and ethnic strife insights drawn from acro…
Development of Trust among Soldiers on a Deployment Mission
Trust is important for the army for an external and an internal reason. The external reason relates to the various situations that servicemen may find themselves in during peace operations. They contact the local population and servicemen from other countries, people from various cultural backgrounds. They may come across minefields, or be confronted with suicide attacks. In all these situations they need to act with competence and predictability…
Public management in developing countries
A system of adequately performing public bureaucracies is a basic requirement for developing countries to progress and prosper. However, public management in developing countries is often threatened by politicization and ineffective human resource management policies. In this article, we analyse public management in Eritrea, one of the world’s poorest countries that gained independence in the early 1990s. In this analysis, we use general (western…

Value Orientations in Military Academies
Internationalization is becoming a pervasive feature of military life. Therefore, empirical information on national cultural differences in the military sector is becoming increasingly relevant. One way to collect empirical data on this subject is to study value orientations of student officers in military academies. A comparative study based on this idea is reported in this article. The results indicate that national differences between the stud…
Evaluation of Organizational Change in the Dutch Armed Forces
This article addresses the evaluation of organizational changes in the Dutch armed forces. Increasingly, megatrends in the risk society affect the organization of all armed forces. To cope with these trends, new strategic ideas are being developed that will change organizations fundamentally. The question, however, is the way these ideas are dealt with at the operational level. From this perspective, evaluation is needed. Evaluation of changes in…
Culture and conflict
In this article, the origins of the conflict in the former Yugoslavia are reanalyzed using insights from Hofstede's (1980, 1991, 1994) theory on differences between national cultures. This material is intended to provide information to put the role of political elites in culture-related conflicts in a somewhat broader, embedded perspective. I argue that some societies are more susceptible to political manipulation than others. A comparative persp…
