Families on the brink
This paper presents findings from a study of the costs and effectiveness of family support services offered to 40 families with a high level of need, in two neighbouring local authorities in North Wales. It describes the level and type of services offered by different agencies in each of the authorities, estimates the costs of these services, and assesses outcomes for the families receiving them after three months. Information is also provided ab…

The Impact of Public Expenditure and Fiscal Policies on Britain's Children and Young People
Looking at all key areas of the lives of children and young people, and most Government departments, this article reviews the research evidence on the benefits and costs of increasing investment in children, and a redirection of some economic policies that have an indirect impact on children. It concludes that much more could be done to enhance the well-being of children, but it would need a willingness to increase both public spending and taxati…

The Welfare Economics of Priority Area Policies
The priority area approach to problems such as urban deprivation has recently been criticized because of its alleged ineffectiveness and because the majority of the deprived live outside the priority areas. This paper argues that these criticisms do not constitute an adequate appraisal of the area approach, as they ignore some other and equally important considerations, in particular the economic aspects of the approach. One is the possibility of…

Alternative Tax Systems to Correct for Externalities, and the Efficiency of Paying Compensation
This article has two purposes. The first is to discuss the question of exactly which commodities it is correct to tax when an external diseconomy is present, but when for some reason it is impossible to tax the externality directly. The second is to clarify the question of whether the payment of compensation to the victims of an external diseconomy affects the achievement of allocative efficiency. The first matter-which commodities should be taxe…

Externalities and Public Goods
This paper attempts to do two things: one is to give a precise analysis of the relationships between public goods and externalities; the other is to provide a formulation of a model involving public goods which covers the so-called mixed cases, i.e. those goods which lie somewhere between the extremes of the pure private good and the pure public good. There has been a tendency in the literature on external economies to ignore the public good aspe…
