Targeting and Effectiveness of Location‐Based Policies
This paper provides new insights into the design of effective location‐based policies. In the context of European regional policy, we apply machine learning algorithms to predict regions likely to underutilize EU funding and identify the main determinants of their low absorptive capacity. Using a regression discontinuity design (RDD), we show that EU funds are less effective in regions with low predicted absorptive capacity, while boosting output…
The response of regional well-being to place-based policy interventions
Enhancing the well-being of its citizens is the central remit of the EU's regional policy, but as yet, there is no analysis of the effects of EU regional policy on local well-being. The aim of this paper is to examine this relationship. To do this, we define a novel regionalised well-being measure and we exploit a dataset on regional expenditure in a continuous treatment framework. Based on both parametric and semi-parametric approaches, our anal…
Citizenship with variable geography
This contribution focuses on the persistence of territorial inequalities in many dimensions of people’s quality of life as a peculiar aspect of the civilisation-decivilisation process in today’s Italy. Emphasis is given to the relevance of beyond-GDP North-South divide which often encroaches on the sphere of citizenship rights in terms of the degree to which the population enjoys essential public services. This paper provides evidence that intern…
Does Institutional Quality Matter for Multidimensional Well-Being Inequalities? Insights from Italy
Price dispersion and seller heterogeneity in retail food markets
Public Regulation as a Substitute for Trust in Quality Food Markets
Most food products can be classified as credence goods, and regulations exist to provide consumers with a substitute for the lacking information and trust. Rather than having no regulation in place, producers of high-quality goods are better off when a compromise is reached that leads to an imperfect regulation. Some of the producers of low-quality goods benefit by cheating under a not fully credible regulation. Even producers of low-quality good…
