  • Incentive‐Based Compensation in Police Forces

Open Access•Stephen Cabral, Sandro Cabral et al.•ARTICLE•Journal of Policy Analysis and…•2026•References: 12

Governments worldwide are increasingly applying management principles to policing, including performance management systems and financial incentives. We study whether eligibility for performance‐based bonuses tied to crime reduction improves police outcomes. Using a quasi‐experimental design and administrative data from Brazil, we evaluate an incentive‐based compensation program that conditioned bonuses on reductions in violent deaths, vehicle ro…

  • Why Are Counterfactual Assessment Methods Not Widespread in Outcome-Based Contracts? A Formal Model Approach

    Open Access•Sérgio G Lazzarini, Stephen Cabral et al.•ARTICLE•Journal of Public Administration…•2021•Cited by: 3•References: 2

Counterfactual assessment techniques involving treated and control groups, such as randomized control trials, might be used in outcome-based contracts to avoid rewarding or sanctioning service providers for social outcomes that they did not cause. However, few outcome-based contracts adopt payment rules based on counterfactual assessment techniques. Potential explanations are that these techniques are complex and involve substantial transaction c…

  • Electoral Rules, Political Competition and Fiscal Expenditures

Marcos Chamon, Sergio Firpo et al.•ARTICLE•The Journal of Development Studies•2019

We exploit a discontinuity in the rules of Brazilian mayoral elections to investigate whether political competition has a causal impact on fiscal policy choices. In municipalities with fewer than 200,000 voters, mayors are elected under a plurality voting system. In all other municipalities, a runoff election takes place between the top two candidates if neither achieves the majority of votes. Our results suggest that political competition induce…

  • Decomposing Wage Distributions Using Recentered Influence Function Regressions

Open Access•Sergio Firpo, Sergio P Firpo et al.•ARTICLE•Econometrics•2018

This paper provides a detailed exposition of an extension of the Oaxaca-Blinder decomposition method that can be applied to various distributional measures. The two-stage procedure first divides distributional changes into a wage structure effect and a composition effect using a reweighting method. Second, the two components are further divided into the contribution of each explanatory variable using recentered influence function (RIF) regression…

  • Ageing Poorly? Accounting for the decline in earnings inequality in Brazil, 1995–2012

    Open Access•Francisco H G Ferreira, Sergio P Firpo et al.•BOOK•2017

The Gini coefficient of labor earnings in Brazil fell by nearly a fifth between 1995 and 2012, from 0.50 to 0.41. The decline in earnings inequality was even larger by other measures, with the 90-10 percentile ratio falling by almost 40 percent. Although the conventional explanation of a falling education premium did play a role, an RIF regression-based decomposition analysis suggests that the decline in returns to potential experience was the ma…

  • Future electoral impacts of having a female mayor

Open Access•Paulo Roberto Arvate, Paulo Arvate et al.•ARTICLE•Brazilian Political Science Review•2017•Cited by: 2•References: 36

We explore an electoral quasi-experiment where a woman nearly won or lost to a man in a mayoral election. Our data combines municipal Brazilian election results, which occur every four years, with municipal level votes for female and male candidates in state and federal deputy elections, whose districts are larger than the municipalities. Our results show that when voters are exposed to a female leader, the relative number of votes given to femal…

  • Efficient Semiparametric Estimation of Quantile Treatment Effects

    Open Access•Sergio Firpo•ARTICLE•Econometrica•2007

This paper develops estimators for quantile treatment effects under the identifying restriction that selection to treatment is based on observable characteristics. Identification is achieved without requiring computation of the conditional quantiles of the potential outcomes. Instead, the identification results for the marginal quantiles lead to an estimation procedure for the quantile treatment effect parameters that has two steps: nonparametric…
