Socio-technical Governance and Legitimation Processes: A Comparative Analysis of the Belgian, Italian, and Spanish National Recovery and Resilience Plans
This article investigates legitimation processes in crisis situations, focusing on the European Union’s Next Generation EU (NGEU) program and its core instrument, the Recovery and Resilience Facility (RRF). To access RRF funds, Member States must submit National Recovery and Resilience Plans (NRRPs), which integrate social and technical components. The article conceptualizes NRRPs as socio-technical governance instruments and examines how legit- …
Determinants of the Profitability and Stability of Euro Area Banks During the Ice Age of Interest Rates
In this paper we analyze the determinants of bank profitability and stability during the period of null or negative policy rates (2012 - 2022) for a large sample of banks established in Euro area countries. The results show that higher capitalization, credit quality and income diversification increase profitability and stability, while other covariates play a role mainly in influencing bank profits, but not bank resilience. Empirical outcomes sug…
Advising the prince: The pluralization of the internal policy advisory system in Italy (2019–2021)
This paper investigates the composition of the internal policy advisory system (PAS) in a Napoleonic country, Italy, where policy formulation and advice have traditionally been dominated by the Ministerial Cabinets, legal competences, and with a clear influence of political parties in the selection of experts. Based on the literature on the PASs, we argue that the role of the governments in shaping the systems of advice is growing and discuss how…
Does the Educational Level of Parents Influence Their (Adult) Offspring’s Financial Behavior
The aim of this paper is to examine the influence of parents’ educational levels on young adults’ financial behavior. A sample of students enrolled on degree programs in Economics was considered to avoid the problem of financial illiteracy. The results obtained reveal that the educational levels of both parents influence young adults’ financial behavior but in significantly different ways: a father with a university degree seems to influence his …
The marble cake of social services in Italy and Spain: Policy capacity, social investment, and the national recovery and resilience plans
This article analyses the potential implications of the COVID-19 pandemic for the infrastructure of social services in Italy and Spain. Drawing from the policy capacity framework and focusing on childcare and elderly care, we investigate how the National Recovery and Resilience Plans are likely to impact the core functions of the social investment approach. Through document analysis, the article shows that, whereas the infrastructure of the socia…
Politicization without institutionalization: Relations between State and Regions in crisis governance
This article considers how intergovernmental relationships (Igr) between the State and the Regions in Italy changed during 2021, the second year of the pandemic outbreak. Three events altered significantly the previous cooperative arrangements and opened a new phase: the vaccination campaign, the new government led by Mario Draghi, and the launch of the National Recovery and Resilience Plan (NRRP). These events helped to shift the former cooperat…
Government research institutes in the Italian policy advisory system
In a Napoleonic country such as Italy, ministerial cabinets have traditionally served as central advisors in the politicised policy advisory system (PAS), while evidence-based policy-making has usually been marginal. Nevertheless, recent developments in political systems have pushed for the pluralisation of the Napoleonic PAS toward a stronger demand for scientific and expert advice. Against this backdrop, the role of government research institut…
Decentralization, policy capacities, and varieties of first health response to the Covid-19 outbreak: Evidence from three regions in Italy
Effective response to a pandemic depends not only on national dynamics and characteristics but also on the features of a country’s political and administrative decentralization and on the organizational capacities of the health system. As a result, different policy capacities can be present in the same national health system, and this variance allows us to understand local policy actions and their outcomes. Based on this assumption, this paper co…
Oblique-change matters: Bradyseismic’ Institutional Change in Local Government
In the last 30 years, Local Governments all over Europe experienced an intense season of institutional change of unprecedented width and intensity. This paper focuses on a neglected type of institutional change, a more indirect one – here labeled oblique-change – that however strongly influences the overall LG institutional change and local autonomy. Taking 2012 as the climax of the austerity period in Europe and Italy as a pilot case for future …
Systematic Heterogeneity in the Adaptation Process of Management Innovations: Insights from the Italian Public Sector
In this chapter, the authors investigate how the best practices approach “diffused” in the Italian public sector. They show that despite the lack of a clear original model or a strong brokering agency—and the considerable changes this management innovation went through in its arrival in Italy—the result was not complete idiosyncrasy. Rather, clear adaptation patterns and systematic heterogeneity emerged. They argue that the bottom-up emergence of…
Local Public Services in Times of Austerity across Mediterranean Europe
From the Change of the Pattern to the Change in the Pattern. The Trilateral Game in the Italian Intergovernmental Relations
Studies on federalism, regionalism and devolution often tackle the processes of institutional change in a country's polity merely as transitions from an institutional pattern to another, thus mainly focusing on the role of legal frameworks and Constitutional setting in the transition from an equilibrium to another. Such an approach overlooks the role of incremental dynamics: what happens after a new constitutional equilibrium has been reached? Do…
Public and Social Services in Europe: From Public and Municipal to Private Sector Provision
Over the last quarter of a century the system of local government in Hungary has passed through several phases, from ‘Goulash communism’, through radical system change, to crises and ‘illiberal democracy’. A cross-sector analysis of developments in Hungary may provide a relatively extreme example of recent trends in the development of local government and local services in Europe; countries are trying to implement clearly defined models, notwiths…
Local Public Services in Italy: Still Fragmentation
In Italy, the local government and public services have long been treated as a complex, incoherent ‘puzzle’ across multiple levels of authority. The chapter analyses how, and how much, the governance of public and social services in Italy has been affected by NPM-inspired reforms aimed at rationalising provision and at increasing efficiency for over two decades. The authors show that reforms in both fields have had the effect of greatly increasin…
How policy instruments are chosen: Patterns of decision makers’ choices
Representation through corporatisation: Municipal corporations in Italy as arenas for local democracy
The literature on Public Utilities has increasingly shown that the adoption of corporate governance tools for the management of public services in local policy-making has given rise to a considerable reshaping of political strategies and practices. Corporatisation should be understood as not merely a policy instrument, but also as a new opportunity for local politicians to adjust their preferences, to deal with various interests, and to build unu…
Remapping the State: Inter-Municipal Cooperation through Corporatisation and Public-Private Governance Structures
The institutional setting of regional and local government in Italy appears to be characterised by an ongoing process of reform and adjustment ever since Regions were created in 1970. More recently, provinces and Municipalities gained wide autonomy in 1990, and the constitution itself was revised in 2001 to set up what is sometimes referred to as a ‘quasi-federal’ system of intergovernmental relations. In this context, inter-municipal cooperation…
Evaluating the ‘Quasi Federalist’ Programme of Decentralisation in Italy since the 1990s: A Side-effect Approach
THE ARTICLE DISPLAYS THE REFORM OF LOCAL GOVERNMENT IN ITALY FROM 1990 TO 2010. THE CORE OF THE ESSAY IS AN ASSESSMENT OF THE SO CALLED QUASI FEDERALISM IN INTERGOVENMENTAL RELATIONS IN ITALY AND ITS SIDE EFFECT
