Various faces of localised voting in Sweden
This article investigates the extent of and characteristics of localised voting in a Swedish context. Localised voting is defined as an independent act of choice in relation to local elections. Contrary to most previous research, this article suggests that localised voting should also include those who are well informed about each election but vote for the same party in the different elections and not only those that split their tickets. A citize…
Multilevel Democracy
This volume presents the first systematic comparative analysis of national traditions of local democracy across the developed world, as well as their origins and evolution. It reveals how inclusive local institutions that integrate national and local governance make democracy work better. Across most of the developed world, early forms of the national state entrenched the local power of elites. In Anglo-American and Swiss democracies, state forma…
Subnational Sweden, the national state and the EU
The article examines to what extent the position of the Swedish state vis-à-vis the European Union (EU) has been mediated by domestic factors, and in particular how this has affected its subnational authorities, since Sweden joined the EU in 1995. It examines whether path-dependency prevented Sweden from converging with other member states. The article then examines the relevance of subnational mobilization for the relationship of the Swedish sta…
The citizen in city-regions
With the growth of city-regions, the local citizenship may increasingly become city-regional rather than municipal. This article provides a meta-analysis of the current state of knowledge with regard to general patterns of city-regionalism; that is, citizens’ orientations toward political matters in the city-region, beyond one’s own municipality. The theoretical framework draws from theories of participation, citizen integration, and democratic s…
Swedish Local and Regional Government in a European Context
Although Swedish local government shares a set of traits that are common to all other European local government systems, it stands out, in many respects, as unique. The particular combination of local responsibility for costly tax-financed national welfare policies, strong and mainly nationally organized political parties at local level, consistent decision-making collectivism, and a type of representative democracy that leaves little room for me…
Public Authorities and Intermunicipal Cooperation in a European Context
Although not entirely clear with regard to definitions and delimitations, the article by Savitch and Adhikari opens up for a comparative research agenda of considerable importance for better understanding the preconditions for how the metropolis can be governed. Their suggestion that public authorities are important for solving collective problems in the metropolitan areas is also relevant in a European context. There is already a tradition in Eu…
Territorial political orientations in Swedish city-regions
This article is concerned with local political orientations of citizens living in city-regions. Initially, a typology is developed in which three orientations are identified—metropolitan, intermunicipal, and municipal. This is followed by an empirical analysis of the occurrence of intermunicipal and municipal political orientations in two Swedish city-regions and how they vary. The analysis shows that the variation to a large extent can be explai…
Local policies and local government legitimacy. The Swedish case
Do local policies improve local government legitimacy and how do different forms of legitimacy relate to each other? These questions are analysed on the basis of an extensive survey carried out in 2010 in 111 Swedish municipalities, that generated responses from approximately 50,800 citizens, and complemented with register-based background data. Local legitimacy is construed as citizens’ assessments of whether the local political system functions…
Citizens in the City-Regions
Establishing democratic governance in city-regions would be facilitated if citizens had a political orientation that exceeded the borders of their own municipalities. Using citizen surveys in two Swedish city-regions, the article analyzes the occurrence of different forms of intermunicipal activism and then evaluates explanations for the observed variation. While traditional theories of public participation are shown to have some explanatory powe…
Oxford Handbook of Local and Regional Democracy in Europe
The Oxford handbook of local and regional democracy in Europe
'The Oxford Handbook of Local and Regional Democracy in Europe' is an up-to-date and comprehensive analysis of subnational democracy in Europe. It analyses subnational democracy in the 27 member states of the EU plus Norway and Switzerland.
The Swedish Model under Stress
Territorial restructuring is once again on the political agenda in Sweden. Thirty years after the completion of a comprehensive and controversial amalgamation reform, which drastically reduced the number of municipalities, a major new reshaping of the sub-national map is under way. In February 2007, a multi-party parliamentary committee — the Committee on Public Sector Responsibilities — unanimously suggested a reform of the intermediate (regiona…
Citizens’ Intermunicipal Political Orientations
Theories of public participation, such as the civic voluntarism model, typically assume that local participation takes place in the community where one resides. However, with an increasingly mobile population, this can no longer be taken for granted. Using survey data, this study analyses citizens’ intermunicipal political orientations in urban and suburban municipalities in seven Swedish city-regions. The civic voluntarism model turns out to be …
Political Trust and the Local Business Climate
A re‐analysis of three Swedish studies of political trust at local level shows that the extent to which citizens trust the system of democracy in municipalities correlates strongly with how the employers in that area assess the state of the local business climate. This article deals with the question of how this can be understood. Three sets of underlying explanations are tested: social capital theory, a theory of local well‐being and political‐i…
Territorial Governance in Transition
In most European countries, there are debates and reform suggestions about how the territorial basis of governance should be reshaped. These changes include a redefinition of the role of the nation-state and a strengthening of lower levels of self-government. There is also an increasing acceptance of diversity, variation and asymmetry and a tendency that the public domain is influenced by the processes of marketization. A combination of structura…
Decentralization, Local Government, and the Welfare State
Despite growing interest in decentralized governance, the local government systems that comprise the most common element of decentralization around the world have received little systematic attention. This article, drawing on the first systematic index of decentralization to local government in 21 countries, demonstrates a close relation between Social Democratic welfare states and an intergovernmental infrastructure that in important respects ra…
Commuting and Citizen Participation in Swedish City-Regions
Commuting has become an increasingly important feature of modern life. Theories of public participation, such as the civic voluntarism model, claim that commuting is likely to reduce the time available for political activism. Based on data from an American context, Robert Putnam in Bowling Alone has concluded that this is exactly what happens. However, empirical studies based on European data on how commuting may affect political participation ar…
The Politics of Local Income Tax in Sweden
Local authorities have played an important role in the Swedish model of the Welfare State. This state is characterised by high levels of welfare provision paid for through general taxation, the rates of which are very high and the application of uniform standards across the entire country based on the principles of equity and fairness. The main form of income for local authorities is a Local Income Tax which is paid by 85% of the population. In t…
Subnational Democracy in the European Union
This book is the result of a research project carried out for the Committee of the Regions and analyses the 'state of play' of democratic practice at the subnational level in all of the European Member states. Its initial hypothesis was that liberal democracy is closely associated with the rise of the nation state in the 19th century. The nation state, however, has been significantly changing under the impact of various forces including globaliza…
Local School Choice Policies in Sweden
More choice for parents and students is a major recent change in school policies in most Western countries. In Sweden, these changes coincided with the decentralization of power and responsibilities within primary and secondary education from central to local government. This gave municipalities an important role in the actual implementation of choice policies. The question addressed here is how and why local authorities vary with regard to their…
The comparative study of local government systems—a research agenda 1
The comparative study of local government systems has a long and flourishing tradition. In this article, three broad approaches are distinguished; inductive, deductive and ideal type based analyses. Inductive studies, which represent the mainstream, need to move from description to theory development. Deductive studies are few and could benefit from utilizing theories emphasizing the historical‐institutional and socio‐political contexts of local …
