  • Equity and equality in street-level public service delivery

Open Access•Nadine Raaphorst, Gabriela Lotta et al.•ARTICLE•Perspectives on Public Management…•2025

Street-level workers are crucial to promoting equity and equality in public service delivery. Their discretionary decisions can either perpetuate biases and stereotypes or enhance equity by acknowledging citizen-clients’ diverse social backgrounds. While current research often focuses on the micro-level behaviors of street-level bureaucrats (SLBs), there is limited exploration of how societal structures, historical patterns, and cultural beliefs …

    Open Access•James E Wright, Andrea M Headley et al.•ARTICLE•Journal of Public Administration…•2025•Referências: 46

This study investigates leadership representation and the perceptions of public employees, specifically focusing on a fire department led by a Black fire chief. Drawing from literature on representative bureaucracy and relational demography, we explore how leadership representation influences street-level bureaucrats’ views on diversity and representation within the organization. Through in-depth interviews with both Black and White firefighters,…

Involvement with the juvenile justice system carries immense consequences both to detained youth and to society more broadly. Extant research on the “school‐to‐prison pipeline” has often focused on school disciplinary practices such as suspension with less attention on understanding the impact of school referrals to the juvenile justice system on students. Using novel administrative data from North Carolina, we link 3 years of individual educatio…

  • Valence for Representation-Enhancing Organizational Change

    Open Access•Inkyu Kang, Andrea M Headley•ARTICLE•The American Review of Public…•2025•Referências: 36

When bureaucrats perceive workforce policies aimed at increasing the representation of marginalized groups as valuable and necessary—an attitude referred to as ‘change valence’—they are more likely to actively represent those groups’ needs, aligning with the intended goals of these organizational changes. This argument opens new avenues for encouraging majority-group bureaucrats to engage in active representation, as they may develop a valence fo…

  • Body‐worn cameras, police arrests, and bureaucratic discretion

    Open Access•Andrea M Headley, Daniel B Baker et al.•ARTICLE•Public Administration Review•2025•Referências: 70

Drawing on the literature on bureaucratic discretion, this study conducts a large‐scale, nationwide causal analysis of the effects of body‐worn cameras (BWC) in the United States (US). It employs a staggered difference‐in‐differences (DiD) approach using 12 years of panel data (2008–2019) covering 697 local police agencies. The findings indicate that BWC adoption had no significant effect on White arrests but led to an approximately 5.5% decrease…

    Open Access•Andrea M Headley, Vaiva Kalesnikaite•ARTICLE•Public Administration Review•2024•Referências: 48

Understanding collaboration between the government and community leaders or organizations is essential for effectively delivering services and creating public value. Interorganizational collaboration is particularly salient in communities of color when considering how historic exclusions of marginalized voices have inhibited equity. This study draws upon 88 in‐depth, semistructured interviews on collaboration (and its limits) between the police a…

  • Police station design and intrusive police encounters

    Open Access•Victor J St John, Andrea M Headley et al.•ARTICLE•Policing & Society•2023•Referências: 13

Cultivating positive human interactions is at the core of many strategies used to strengthen the relationship between police and community members, with the use of criminal justice architecture being an emergent strategy. This study employs a survey experiment to examine police station design as a strategy to improve police-community relationships and the interactive effect of an individual’s previous encounters with police officers. Study result…

  • First Responders and the Covid-19 Pandemic

Open Access•Christa L Remington, Kaila Witkowski et al.•ARTICLE•The American Review of Public…•2023•Citada por: 2•Referências: 6

Workforce retention is a current challenge for public administration, and there are continued questions about the impact of the COVID-19 pandemic on the public safety workforce and their willingness to serve. Past studies have shown there are limits to what first responders will endure during complex and uncertain emergencies, leading them to potentially leave their position. Using a nationwide survey ( n = 3,582), in-depth interviews ( n = 91), …

    Open Access•Andrea M Headley, Kaila Witkowski et al.•ARTICLE•Public Administration Review•2023•Citada por: 2•Referências: 15

First responders experience work‐related challenges in higher magnitudes than other occupations. Organizational elements may mitigate or exacerbate burnout for first responders during public health emergencies (e.g., COVID‐19). This mixed methods study of first responders in the United States aims to (1) assess the relationship between a trauma‐informed organizational climate (TIC) and burnout; (2) analyze the moderating effect of TIC on role str…

  • Accountability and police use of force

    Andrea M Headley•ARTICLE•Public Management Review•2022

I assess a contingency model of representative bureaucracy, suggesting the effect of minority representation, if any, on police use of force is likely to be stronger with external oversight of police. I use OLS regression to examine main and interactive effects of minority representation and the presence of civilian review boards on police use of force in the U.S. I find that representation on the police force is negatively associated with police…

    Open Access•Andrea M Headley, James E Wright et al.•ARTICLE•Public Administration Review•2021•Referências: 35

A bureaucracy that is representative of the public it serves—passive representation—can result in both active representation and symbolic representation. Symbolic representation occurs when passive representation improves perceptions of legitimacy and enhances bureaucratic outcomes because the public is more cooperative and more likely to engage in coproduction. We present a new micro‐theory of symbolic representation to show that symbolic benefi…

To address this topic more meticulously, we utilize individual-level data (from Indianapolis and Dallas police departments) to explore differences in the amount of force used by officers in ethnic, racial, and gender matches in police–civilian dyads. This study adds to this literature by examining the impact of representative bureaucracy on the level of force that police officers use and whether they make an arrest in use of force encounters, while taking into consideration key situational conditions. Using individual‐level data from New Orleans to estimate t…
