  • Electric vehicles as grid resources

    Open Access•Crystal Soderman, Serena Y Kim et al.•ARTICLE•Utilities Policy•2026•References: 5

Growth in electric vehicle (EV) adoption has increased interest in using EV batteries as grid resources. Vehicle-to-Grid (V2G) technologies enable bidirectional power flows between electric vehicles and the electricity system and have demonstrated potential to support grid reliability and resilience in pilot programs worldwide. Despite demonstrated technical feasibility and system-level benefits for utility resource planning, broader V2G deployme…

  • Sentiment analysis of solar energy in U.S. Cities

Open Access•Serena Y Kim, Crystal Soderman et al.•ARTICLE•Journal of Computational Social…•2025

This study examines U.S. public sentiment toward solar energy from 2013 to 2022 by analyzing 8 million social media posts using RoBERTa, a transformer-based deep learning algorithm. While sentiment has been generally positive, it has declined since 2016, driven by increasing negativity. The analysis reveals significant and widening regional disparities, with Republican-leaning and Southern U.S. regions showing more pronounced negativity. A two-wa…

  • Keeping policy commitments

Open Access•Aaron Deslatte, Serena Kim et al.•ARTICLE•Review of Policy Research•2024•Cited by: 1•References: 66

Affordable housing that incorporates sustainability goals into its design has the potential to address both health and economic disparities via enhanced energy-efficiency, structural durability and indoor environmental quality. Despite the potential for these win-win advances, survey data of U.S. local governments indicate these types of equity investments remain rare. This study explores barriers and pathways to distributional equity via energy-…

  • Racial/ethnic residential segregation and the availability of opioid and substance use treatment facilities in US counties, 2009–2019

    Open Access•Michael DiNardi, William L Swann et al.•ARTICLE•SSM - Population Health•2022

Deaths due to synthetic opioids have increased at higher rates for Blacks and Hispanics than for Whites in the last decade. Meanwhile, Blacks and Hispanics experience lower opioid treatment rates and have less availability of medication-assisted treatment (MAT) via office-based buprenorphine in their counties compared to Whites. Racial/ethnic residential segregation is a recognized barrier to equal availability of MAT, but little is known about h…

  • The distribution of conflict and attention across energy infrastructure

    Open Access•J You, Tanya Heikkila et al.•ARTICLE•Public Administration•2022•Cited by: 4•References: 13

Across the world, public administration and policy decisions are related to diverse levels of conflict and attention. However, the degree and variance of conflict and attention remain largely unspecified. This article examines how types of energy infrastructure and characteristics of project location are associated with the distribution of conflict and attention around the energy infrastructure siting process. Our empirical focus is on gas pipeli…

  • Updating the Institutional Collective Action Framework

    Open Access•Serena Y Kim, William L Swann et al.•ARTICLE•Policy Studies Journal•2022•Cited by: 66•References: 80

The Institutional Collective Action (ICA) framework has contributed to understanding collective action problems in fragmented governance and identified mechanisms for overcoming them. Participation in collaboration is risky––even if it has the potential to make all parties better off. This framework has uniquely shown how collaboration risk and other transaction costs can be overcome to create effective collaborations for addressing complex polic…

  • Urban‐Rural Disparities in Opioid Use Disorder Prevention and Response Activities

Open Access•William L Swann, Sojeong Kim et al.•ARTICLE•The Journal of Rural Health•2021

PURPOSE: Urban and rural areas have been differentially impacted by opioid use disorder (OUD) and related adverse outcomes, yet little systematic study of the urban-rural divide in OUD prevention and response activities exists. This study compares policy and programmatic activities to tackle the opioid crisis in metropolitan versus nonmetropolitan areas, and within their subclassifications. METHODS: All county governments in 5 purposively selecte…

  • Practical prescriptions for governing fragmented governments

    William L Swann, Seo Young Kim et al.•ARTICLE•Policy & Politics•2018•Cited by: 12

Fragmentation of authority creates dilemmas in governance in which an individual authority’s incentives are misaligned with collective interests. Such dilemmas hinder progress towards solving complex societal problems and improving service delivery, but policy research has failed to lead to a development of actionable prescriptions for dealing with them from an institutional perspective. This article draws practical lessons and theoretical propos…
