    Survey research undertaken under the auspicies of HUD, and analyzed in this paper, demonstrates that municipal officials from smaller cities do not perceive their situation in the intergovernmental grant process to be successful. The smaller the city, the more likely are officials to feel that the grants process is outside their capacity and control. Attributes associated with city size appear to be the major factors explaining variations in the …
