Advances and pitfalls in measuring transportation equity
All Aboard
Coalitions in Motion
All Aboard
Activists and advocates are increasingly inserting themselves into urban governing regimes. Austin, TX offers a powerful example where these actors shifted public transit planning and decision making toward mobility justice—away from the demands of capital and toward everyday transit riders. Using primary source documents and 13 semistructured interviews with key participants, we demonstrate that a multibillion dollar voter-approved public transi…
Living on a fare
Toward Mobility Justice
Problem, research strategy, and findings Transportation equity research addresses questions of participation and planning process or the distribution of transportation’s benefits and burdens. This work largely elides issues related to youth and student travel. Existing work on school trip mode choice does not engage deeply with the equity implications of its findings. Education equity researchers identify the abstract notion of choice as equity e…
Integrating formal and informal transit into one hybrid passenger transport system in Lagos, Nigeria
From Transportation Equity to Transportation Justice
Transportation policies, plans, and projects all flow through state institutions because of the substantial cost of infrastructure and the need to assess transportation system performance, including equity implications. But environmental justice scholarship interrogates the state’s role in perpetuating injustice. Most research and planning practice related to transportation equity has relied upon state-sponsored analytical methods. Transportation…
A multiobjective optimization model for locating affordable housing investments while maximizing accessibility to jobs by public transportation
This paper develops a new optimal location model for siting affordable housing units to maximize the accessibility of low-income workers to appropriate jobs by public transportation. Transit-accessible housing allows disadvantaged populations to reduce their reliance on automobiles, which can lead to savings on transportation-related expenditures. The housing location model developed here maximizes transit accessibility while reducing the cluster…
Pray for transit’
On 4 November 2014, voters in Clayton County, Georgia, approved a referendum to join the Metropolitan Atlanta Rapid Transit Authority (MARTA), Atlanta’s regional transit agency. The historic vote was won by a margin not often seen in US electoral politics – 73% in favour with only 27% opposed. The vote was significant because it resulted from the sustained effort of Clayton County residents, non-profit advocacy organisations and elected officials…
Assessing public transit service equity using route-level accessibility measures and public data
Transportation and environmental justice
This chapter provides an overview of the academic and applied understandings of how justice might best be achieved in the domain of transportation. The emphasis is on the US experience because of its fraught transportation policy and planning history, the subsequent creation of federal laws and regulations focused on public involvement and justice, and the emergence of advocacy and philanthropic organizations aimed at meaningful legal and regulat…
Achieving Transportation Equity
Civil rights and environmental justice laws and regulations aim to ensure fair processes and outcomes in regional transportation planning. Despite these requirements, people of color and low income tend to be disproportionately burdened while receiving few benefits. We argue that a key factor driving this disconnect is the nature of public involvement, in particular, a near-absence of meaningful public involvement through which affected residents…
Low-wage jobs-housing fit
Finding the right jobs-housing balance has long been an important concern for urban planners. More recently, attention has turned to jobs-housing fit – the extent to which housing price is well matched to local job quality. Prior analyses have been constrained by a lack of local data on job quality, making it difficult to identify the geography and scale of the problem. We introduce a new methodology for calculating the low-wage jobs-housing fit …
Civil rights guidance and equity analysis methods for regional transportation plans
Racing climate change
Multimodal Dreamin’
The California Department of Transportation (Caltrans) replaced the state's Division of Highways on 1 July 1973. Consistent with the creation of other state departments of transportation throughout the U.S.A. at the time, the enabling legislation envisioned a multimodal agency that would shift transportation policy and planning away from its highway emphasis. Competing conceptions of multimodalism and regional transportation governance advanced b…
Near-Roadway Air Quality
Despite increasing regulatory attention and literature linking roadside air pollution to health outcomes, studies on near roadway air quality have not yet been well synthesized. We employ data collected from 1978 as reported in 41 roadside monitoring studies, encompassing more than 700 air pollutant concentration measurements, published as of June 2008. Two types of normalization, background and edge-of-road, were applied to the observed concentr…
Best in Show? Climate and Environmental Justice Policy in California
In this article, we outline the important role that environmental justice organizations played in the development of AB 32, California's landmark climate change legislation (AB 32) in ensuring that a wide range of environmental justice ideas were incorporated into policy. We distinguish between the formal elements contained in the legislation and the discursive impacts, particularly in relation to public health concerns and about cap and trade an…
