  • Power and Politics in Redevelopment Resource Distribution: Analysis of Community Redevelopment Agencies in Florida

    Open Access•Minjee Kim, Kelly Kinahan•ARTICLE•Urban Affairs Review•2025•References: 18

Understanding who wields power in local resource distribution is important because it can explain what types of policies are prioritized and who benefits from these policy choices. We analyze the decision-making processes of community redevelopment agencies (CRAs), which are special purpose districts created by local governments for economic and community development. We explore who sets their investment agenda, what factors explain their influen…

  • Where Preservation Meets Land Use Regulation: Historic Districts in Los Angeles

Open Access•Sarah Mawhorter, Kelly Kinahan•ARTICLE•Journal of the American Planning…•2025•References: 36

Problem, research strategy, and findings: Local historic districts function as a zoning overlay regulating the urban form, yet limited empirical analysis has considered how historic districts may interact with broader land use regulations. We conducted a comparative case study of the designation process in two Los Angeles (CA) neighborhoods, combining archival research and building permit data analysis. We examined land use regulations, developme…

  • Historic Preservation in Legacy City Comprehensive Plans

    Open Access•Stephanie Ryberg-Webster, Kelly Kinahan•ARTICLE•Journal of Planning Education and…•2024•References: 5

This paper focuses on the ways in which recent comprehensive planning efforts in legacy cities address issues of historic preservation. Using 15 comprehensive plans as archival sources, we conduct textual analysis to explore how each of the plans incorporates historic preservation. The findings confirm existing research that suggests historic preservation has grown into an integral component of city planning efforts. The research offers insights …

  • Tensions between Demolition and Preservation in Philadelphia

    Open Access•Kelly Kinahan, Sarah Mawhorter•ARTICLE•Journal of Planning Education and…•2021•Cited by: 1•References: 11

This analysis examines the spatial relationships between historic districts and demolition permits in Philadelphia, a post-industrial city experiencing growth after decades of decline. We describe the spatial and temporal aspects of National Register and local historic districts, map the patterns of public and private sector demolition (2007–2021), and compare the demolition rates within and around historic districts. We find lower rates of demol…

  • Reviving Cleveland’s commercial corridors: Analyzing the Storefront Renovation Program, 1983–2016

Kelly Kinahan, Stephanie Ryberg-Webster•ARTICLE•Journal of Urban Affairs•2021•Cited by: 2•References: 11

In shrinking cities, commercial district decline has mirrored other patterns of depopulation and deindustrialization. Uneven development has emerged as the prevailing spatial pattern for shrinking cities in recent decades. Cleveland’s Storefront Renovation Program (SRP) is a local historic preservation-based strategy focused on improving commercial corridors. In this paper, we investigate whether the urban geography of the SRP aligns with theorie…

  • Spatial–Temporal Neighborhood Patterns in Four Legacy Cities

    Open Access•Kelly Kinahan•ARTICLE•Urban Affairs Review•2021•Cited by: 7•References: 36

Legacy cities are characterized by long-term, declining trends in both population and economic characteristics, but how these events translate to the neighborhood scale is less well understood. This research investigates the evolution of neighborhood types in four legacy cities—Baltimore, Cleveland, Philadelphia, and St. Louis—from 1970 to 2010. Working from a multidimensional framework of variables across five census decades, hierarchical cluste…

  • Uncovering the Relationship Between Historic Districts and Same-Sex Households

Kelly Kinahan, Matt Ruther•ARTICLE•Journal of the American Planning…•2020

Problem, research strategy, and findings: Despite established connections between the LGBTQ community and historic preservation, there is no analysis of unmarried partnered same-sex households (UPSSHs) and historic districts. Here we investigate the relationship between locally designated and National Register historic districts and demographic, socioeconomic, and housing changes—specifically, UPSSHs, racial and ethnic subgroups, and median house…

  • Historic preservation in declining city neighbourhoods: Analysing rehabilitation tax credit investments in six US cities

    Open Access•Stephanie Ryberg-Webster, Kelly Kinahan et al.•ARTICLE•Urban Studies•2017•Cited by: 5•References: 41

Historic preservation is common practice across the world, including in US cities. At the same time, population decline, economic distress and vacancy prevalent in declining cities, also known as legacy, shrinking or post-industrial cities, creates a pressing threat to a vast array of urban historic buildings. In the USA, recent planning and policy emphasises strategic demolition and/or targeting resources in potentially viable neighbourhoods, wi…

  • Collections of industrial and product design: A pathway for improved economic development connections among cultural institutions

    Kelly Kinahan•ARTICLE•International Journal of Cultural…•2015•References: 9

This research investigates US cultural institutions housing collections of industrial and product design (IPD) and explores how IPD are collected, curated, and exhibited to uncover the barriers and opportunities that exist in connecting these collections to economic development. Based on key person interviews with nine institutions, this inquiry finds the collections generally are not externally integrated as a local or regional economic developm…

  • Historic Preservation and Urban Revitalization in the Twenty-first Century

Open Access•Stephanie Ryberg-Webster, Kelly Kinahan et al.•ARTICLE•Journal of Planning Literature•2014

Historic preservation is largely an urban profession with strong ties to city planning and development. Advocates tout preservation as a key driver of urban revitalization, but there remains a dearth of empirical research that addresses this intersection. This article reviews the current state of affairs in preservation practice and scholarship and builds new connections with four leading discourses in urban revitalization: the New American City,…
