Evaluating the Effects of Missing Data Handling Methods on Scale Linking Accuracy
For large-scale assessments, data are often collected with missing responses. Despite the wide use of item response theory (IRT) in many testing programs, however, the existing literature offers little insight into the effectiveness of various approaches to handling missing responses in the context of scale linking. Scale linking is commonly used in large-scale assessments to maintain scale comparability over multiple forms of a test. Under a com…

Material Incentives and Other Potential Factors Associated With Response Rates to Internet Surveys of American Evaluation Association Members
Internet surveys of American Evaluation Association (AEA) members are a common method for studying evaluation practice. Response rates obtained from Internet surveys of AEA members are, however, frequently very small. To investigate whether or not material incentives increase response rates to Internet surveys of AEA members, a between-subjects three-treatment and one control randomized experiment in which a randomly selected sample of AEA member…
A Decade of Research on Evaluation
Although investigations into evaluation theories, methods, and practices have been occurring since the late 1970s, research on evaluation (RoE) has seemingly increased in the past decade. In this review, 257 studies published in 14 evaluation-focused journals over a 10-year period (between 2005 and 2014) were identified as RoE and then classified according to Henry and Mark’s and Mark’s taxonomies of RoE. The majority of RoE published in evaluati…
Serving Latino Farmworker Students in Michigan Summer Migrant Programs
This survey and interview-based study examined the perspectives of 30 of the 38 migrant directors in Michigan, covering 26 summer migrant programs. Among the findings of this study were an unexpected inverse relationship between the size of programs and the frequency and number of external services and referrals they are able to provide for students; a widespread concern with interstate credit accrual and communication between state programs as w…
Finding Efficiency in the Design of Large Multisite Evaluations
Little is known empirically about intraclass correlations (ICCs) for multisite cluster randomized trial (MSCRT) designs, particularly in science education. In this study, ICCs suitable for science achievement studies using a three-level (students in schools in districts) MSCRT design that block on district are estimated and examined. Estimates of ICCs, by district, are computed for unconditional two-level (students in schools) hierarchical linear…
A Systematic Review of Theory-Driven Evaluation Practice From 1990 to 2009
Although the general conceptual basis appeared far earlier, theory-driven evaluation came to prominence only a few decades ago with the appearance of Chen’s 1990 book Theory-Driven Evaluations. Since that time, the approach has attracted many supporters as well as detractors. In this paper, 45 cases of theory-driven evaluations, published over a twenty-year period, are systematically examined to ascertain how closely theory-driven evaluation prac…
