This article examines the psychometric properties of the Homelessness Star, a widely used keywork and outcome measurement tool developed for homelessness services but often used in the context of more generic complex needs. The Homelessness Star was the first version of the Outcomes Star, a suite of more than 30 tools tailored to specific service users and contexts. Findings Sweet et al. failed to mention a body of Outcom…
Assessing the reliability of the Outcomes Star in research and practice
Purpose – The purpose of this paper is to describe a pilot to test an approach to measuring inter-rater reliability of the Outcomes Star suite of tools. The intention, in publishing this account, is to show transparency in on-going development of the tool, and to invite further co-operative development. Design/methodology/approach – In total, 24 workers, trained to use the first edition Family Star, scored a tested case study. Scoring was analyse…
The development of the Outcomes Star: A participatory approach to assessment and outcome measurement
Purpose This paper seeks to describe the development process for the Outcomes Stars as a suite of tools which are designed to simultaneously measure and support change when working with vulnerable people as service users. It describes the original process of development of the first Star, in homelessness services in the UK, and subsequent roll out to other client groups and in other countries. The paper indicates the theoretical and philosophical…
