The cultural and creative industries: A critical history
The era of the cultural and creative industries, which can be said to date from 1997, brought together many different approaches to culture around an urgent call for recognition of a new reality that was «out there» and that represented the future, change, renewal and the revitalisation of the economy. However that energy for change was gradually eroded by a number of factors that reduced their initial expectations. Those factors included absorpt…
Developing a Creative Cluster in a Postindustrial City: Cids and Manchester
This article takes the establishment and demise of Manchester's Creative Industries Development Service (CIDS) as an exemplary case study for the ways in which creative industry policy has intersected with urban economic policy over the last decade. The article draws on research and policy experience surrounding the development of a cultural industries agenda for St. Petersburg. It tries to explain the reason for some of the resistance to the “internationalization” of the cultural industries agenda. It suggests, first, that this agenda is implicated in tensions around “modernization”; second, that the United Kingdom's “independents‐led” ’ approach might have real limitations in other context…

'Place' in the cultural industries is frequently taken to be the city, where city is seen as the key resource for cultural industry clusters and a primary p…
