Fighting Corruption Through Accountability? A Survey Experiment
Democratic Weberian bureaucracy is facing great challenges upholding public values as we see turbulent party politics disrupt merit‐based systems, causing bureaucrats' goal displacement and conflicting compliance under multiple accountability mechanisms. Using vignette experiment design, 555 Taiwanese public employees were surveyed to explore how legal, administrative, and social accountabilities influence the perception of black, gray, and white…
Can Digital Governance Training Harmonize Civil Servants’ Perceptions of AI Decision-Making? A Pre and Post-Test Design
Successful AI adoption and implementation in public organizations require new technological readiness and recalibration of civil servants’ attitudes and perceptions toward AI. This study utilizes a pretest-posttest survey design to assess the impact of digital governance training on Taiwanese civil servants’ perceptions of AI discretion, specifically examining perceptions of legality, efficiency, and fairness. Findings of this research identify d…

Exploring the management of multi-sectoral cybersecurity information-sharing networks
This research explores why and how members of the Information Sharing and Analysis Center (ISAC) share cybersecurity information to prevent cyber threats in Taiwan, and factors that encourage or discourage this behavior. The literature on information sharing has traditionally emphasized the motives for doing so and/or the structure of the sharing platform/network, leaving a gap in our understanding on how its formal and informal network rules sha…
Machine Intelligence, Bureaucracy, and Human Control
Machine intelligence, used extensively throughout modern bureaucracies, is quickly evolving, giving rise to machine agents that accomplish tasks typically reserved for human beings. This shift affects task completion, human/machine coproduction, and the control of the bureaucracy itself. Using Max Weber’s ideal type bureaucracy as a guiding construct, we argue that machine agents may offer technical capacity for task completion beyond that of hum…

A typology of 'innovation districts
In this article, we engage the question of regional resilience theoretically and empirically. Our theoretical approach merges discussions of regional development in evolutionary economic geography (primarily UK based) with regional resilience in urban planning (primarily US based) using Markusen's industrial districts as a framework for analysis (1996). We use data on ‘triadic’ patents (USA, Japan and Europe) to measure regional innovation, both …
