A Pervasive Economic Fallacy in Assessing the Cost of Public Funds
In the assessment of the cost of public funds, there is a pervasive economic fallacy that is frequently repeated in public policy circles: because the cost of borrowing is higher for a private-sector firm than it is for a public-sector firm, the cost of carrying out an activity (investment, production, distribution, provision of goods and services, and borrowing) will necessarily be lower ceteris paribus in the public sector than in the private s…
Competitive Market Value of Copyright in Music
Pricing copyrighted works or assets so that creators are competitively compensated has always been a difficult task given the information good character of such works. Doing it in the digital era is even more challenging. I consider Hertzian radio, satellite radio, and interactive music streaming services, and I argue that annual competitive royalties in Hertzian radio should be increased from $100 million to $450 million. I further argue that th…
Concurrence spatiale et distorsions de localisation en information incomplète
[eng] Spatial competition and distortuns of localization. Under incomplete information We study a model of spatial duopoly competition with sequential entry on a segment in the choice of locations (stage 1 of the game) and then simultaneous competition in delivery prices (stage 2). The second mover at stage one has incomplete information on the marginal cost (high or low) of the first mover. Hence, we obtain a signalling game in which there exist…
An Empirical Analysis of Moral Hazard and Experience Rating
For many years, economists and actuaries have studied multiperiod insurance contracts independently and differently. The aim of this article is to reduce the gap between empirical studies on the determination of insurance premiums and theoretical studies on moral hazard and experience rating. The first objective is to verify empirically the proposition that past experience is a good predictor of risk by using data from a random sample consisting …
Description and Analysis of the Quebec Automobile Insurance Plan
This paper presents a review of the main characteristics of the Quebec Automobile Insurance Plan, with emphasis on both the compensation and the pricing of insurance. After discussing the effects of the introduction of this plan on accidents, estimates of the statistical relationship between drivers' past experience and current probabilities of accident are derived and their use to increase the incentives for road safety is considered
