  • Housing allowances

    Véronique Flambard•ARTICLE•Housing Studies•2019•Cited by: 1•References: 35

Housing allowances aim at providing adequate and affordable housing. A theoretical discussion and literature review show why it is challenging for housing allowances to actually shield households from financial hardship. Using National French Housing Survey data, an original application with a probit model with a double sample selection (being a tenant, and being eligible for means-tested allowances) follows. Estimation results show that housing …

  • Money, people or mission? Accountability in local and non-local NGOs

Winston Hyman van Zyl, Frederik Claeyé et al.•ARTICLE•Third World Quarterly•2019•Cited by: 2•References: 53

Little is known about how ownership affects accountability in non-governmental organisations (NGOs). This article explores differences between locally- and non-locally-owned NGOs in South Africa. Our data suggest that locally-owned NGOs more often claim to implement downward and internal accountability mechanisms, while non-local NGOs more often claim to implement upward accountability mechanisms. Bigger NGOs also perform better at downward and u…

  • Asymmetry in Procurement Auctions

    Open Access•Véronique Flambard, Isabelle Perrigne•ARTICLE•The Economic Journal•2006•Cited by: 1•References: 26

Differences in cost efficiency and productivity across firms may introduce asymmetries in procurement auctions. Relying on a structural approach, this article investigates potential asymmetry among firms bidding for snow removal contracts in Montréal. The empirical results show that firms located in close proximity have a cost advantage relative to other firms in the most urbanised part of Montréal because of prohibitive equipment storage costs. …
