  • European Climate Policy: Historical Development, Achievements and Critical Assessment

    Open Access•Wolfgang Buchholz, Hans Fehr•ARTICLE•FinanzArchiv•2026

Since the early 1990s the European Union tries to play a central role in global climate policy. It has specified ambitious targets for emission reductions and carbon neutrality and introduced innovative new instruments for climate policy such as the first multi-national emission trading system. After discussing the global framework in which the EU policy is embedded, we highlight the various dimensions of the EU climate policy during the last thi…

  • Improving Public Good Supply and Income Equality: Facing a Potential Trade-Off

    Open Access•Wolfgang Buchholz, Dirk Rübbelke•ARTICLE•FinanzArchiv•2023

This paper explores for a standard public good economy how redistribution of income changes public good supply in a Lindahl equilibrium, which is a prototype of an efficient public good allocation. In particular, it is shown how under certain premises on preferences a less equal income distribution may lead to a higher public good supply in the non-cooperative Nash equilibrium than in a cooperative outcome as given by the Lindahl equilibrium. The…

  • Implementing Industry 4.0 technologies: Future roles in purchasing and supply management

Open Access•Vincent Delke, Holger Schiele et al.•ARTICLE•Technological Forecasting and…•2023

Technological advancements associated with Industry 4.0 drive a paradigm shift with economic and social consequences where digitalization, robotization, and other emerging technologies reshape the interconnection between organizations. Critical areas that need to adapt to the change are inter-organizational buyer-supplier relationships managed by Purchasing and Supply Management (PSM) professionals. That is, their future responsibilities and skil…

  • Olson’s exploitation hypothesis in a public good economy: A reconsideration

    Open Access•Wolfgang Buchholz, Tod Sandler et al.•ARTICLE•Public Choice•2016•Cited by: 2•References: 30

Since the publication of Olson’s (1965) The Logic of Collective Action, the exploitation hypothesis, in which the rich shoulder the provision burden of public goods for the poor, has held sway despite empirical exceptions. To address such exceptions, we establish two alternative exploitation hypotheses based on contributors’ asymmetric preferences or on their productivity differences regarding the public good. The classic hypothesis and its two v…

  • Potentially Harmful International Cooperation on Global Public Good Provision

Open Access•Wolfgang Buchholz, Richard Cornes et al.•ARTICLE•Economica•2014•Cited by: 2•References: 34

Experience from climate policy suggests that full cooperation among all countries is not a likely outcome. In this paper we therefore consider the case where only members of a subgroup of countries cooperate by reciprocally matching their public good contributions. In a two‐stage game, matching rates are set at stage 1 then national contributions are chosen at stage 2. In the case of small coalitions, negative matching may result in the subgame‐p…

  • Lindahl Equilibrium Versus Voluntary Contribution to a Public Good: The Role of the Income Distribution

Wolfgang Buchholz, Richard Cornes et al.•ARTICLE•FinanzArchiv•2006

Lindahl equilibria are often seen as an ideal outcome of cooperation in a public-goods economy. But it has also been observed that, if no transfer payments are possible, the Lindahl equilibrium may not be Pareto-superior to the Nash outcome of the voluntary-contribution game. We derive conditions under which agents (or countries in the case of an international public good) will prefer the Lindahl over the Nash solution. In particular we show that…

  • A Note on Financing Health-Care Reform: Some Simple Arguments Concerning Marginal Tax Burden

    Wolfgang Buchholz•ARTICLE•FinanzArchiv•2005

In Germany economic experts and politicians are proposing a fundamental reform of the health-care system by which the current wage-dependent contributions are replaced by flat-rate insurance premiums. One major reason behind this proposal is the wish to avoid the distortion effects caused by the present form of levying the fees, which works like a wage income tax. The purpose of this note is to show by some simple axiomatics that these hopes may …

  • The Malleability of Undiscounted Utilitarianism as a Criterion of Intergenerational Justice

    Open Access•Geir B Asheim, Wolfgang Buchholz•ARTICLE•Economica•2003•References: 25

Discounting future utilities is often justified by the ethically motivated objective of protecting earlier generations from the excessive saving that seems to be implied by undiscounted utilitarianism in productive economies. We question this justification of discounting by showing that undiscounted utilitarianism has sufficient malleability within important classes of technologies: any efficient and non‐decreasing allocation can be the unique op…
